Position Description

The Learning and Development Manager is responsible for directing the learning strategy of the Metro Public Health Department. This position involves overseeing the learning management system, formulating career development plans, and working in collaboration with senior leaders to identify organizational needs, designing and implementing training programs, and providing coaching to employees. Key responsibilities include managing learning software, coordinating with vendors, overseeing training materials, and evaluating the effectiveness of learning programs. By promoting a culture of continuous learning, the Learning and Development Manager ensures that employees are equipped with the necessary skills for success.

Typical Duties

The Learning and Development Manager-Human Resources Analyst Senior will lead complex projects, using independent judgment to allocate resources, define methods, and measure success. They also take on leadership roles and manage large-scale, long-term initiatives. Duties include but are not limited to the following:

  • Designs, develops, delivers, and evaluates training programs using best practices and workforce development knowledge to enhance professional and leadership skills.

  • Utilizes methods like computer-based training, instructor-led sessions, multimedia projects, participant guides, and self-paced content to provide high-quality learning opportunities.

  • Consults with leaders and subject matter experts to create and approve career development programs based on identified learning needs.

  • Provides coaching to leaders, presents to, mentors, and supports program participants.

  • Engages participants individually and in peer groups to achieve professional skills and career goals through targeted development plans.

  • Establishes and manages annual schedules and resources for learning development programs.

  • Coordinates solutions, resources, and logistics to keep projects and programs on track.

  • Maintains communication, documentation, and support tools to reinforce processes and development plans.

  • Administers the Learning Management System, including user and location administration, reporting, issue resolution, content design and loading, and curriculum maintenance.

  • Recommends and oversees third-party learning vendors to ensure effective, timely, and budget-friendly performance and deliverables.

  • Instructs various training programs, coordinates in-service training enrollment, and evaluates the effectiveness of training programs and instructors.

  • Designs, develops, delivers, and evaluates onboarding curriculum and Development Programs.

  • Consults with departments to assess needs, develop surveys, and compile activity records.

  • Formulates training procedures and schedules, designs programs, meetings, and workshops.

Minimum Qualifications

Education and Experience

Bachelor’s Degree in Education, Organizational Psychology, Human Resources or related field.

Three (3) years of professional HR experience which must include at least (2) years as a Trainer, Learning and Development Coordinator or Learning and Development Manager.

Functional/Technical Skills:

  • Advanced knowledge of Microsoft Office Suite required.

  • Expert knowledge facilitating group sessions via Zoom and/or Microsoft Teams required.

  • Proficiency with large-scale Learning Management Systems (LMS) required.

License Required

Valid Driver License required.

Preferred Experience, Knowledge, Skills, and Abilities

  • Experience using e-learning applications such as Articulate, Captivate, and Lectora preferred.

  • Development Dimensions International (DDI) Facilitation Skills or other facilitation Certification preferred.

  • Experience with Oracle LMS, LinkedIn Learning, Udemy, Coursera and other vendors.

  • Demonstrated past ability to design programs using adult learning principles preferred.

  • Ability to produce monthly, biannual, and annual Learning Development reporting and metrics.

  • Ability to develop, broadcast and deliver an annual program of learning events.

  • Ability to survey leadership and staff to determine training needs.

  • Skills in managing a suite of training materials within an LMS system for MPHD.

  • Ability to create Bureau/Division and Program specific learning courses as needed.

  • Ability to engage internal Facilitation Practice group to develop proficient facilitator SME’s

  • Ability to research engage and or design and develop MPHD specific training courses.

  • Skills in developing and implementing Supervisor, Manager and Executive Training course schedule for new and existing employees.
