Position Description

The Utility Engineering Technician position will be responsible for the investigation and/or inspection duties in the Engineering, Development Services and/or Stormwater divisions at Metro Water Services.

Employees at Metro Water Services work around the clock to supply, treat, manage, and protect our water resources in a sustainable manner for the benefit of all who live, work and play in our community. Our dedicated, diverse workforce provides high quality drinking water and the best in wastewater treatment, storm water management, and waste collection services for our customers in the Nashville-Davidson County area. Our employees work together to service more than 210,000 water and 216,000 sewer accounts along with over 150,000 curbside waste collection customers. We are looking for highly engaged individuals to join our team.

Typical Duties

Stormwater/Construction

  • Perform inspections of active stormwater construction projects performed by contractors.

  • Prepare daily logs documenting construction activities.

  • Effectively communicate with property owners and businesses regarding projects.

  • Coordinate with internal staff, engineering consultants, and contractors to resolve issues.

  • Verify pay requests, change orders, and other construction related documentation.

    Stormwater/Investigations:

  • Investigate drainage complaints from residents and businesses.

  • Interview residents and business owners regarding their drainage complaints.

  • Document on maps the flow of overland water, ditches, pipes, inlets, etc. related to the drainage system.

  • Determine work needed to resolve drainage issues impacting the right of way.

  • Communicate to residents and business owners the extent of their issue and steps to be taken to resolve it.

    Stormwater/NPDES:

  • Perform all inspections associated with Metro Grading Permit (GP) sites.

  • Perform all inspections on non GP-related matters (complaint investigation, etc.).

  • Perform all enforcement duties associated with GP and non GP sites.

  • Document and following up with inspections, complaints, and enforcements.

  • Prepare for and facilitating pre-construction meetings.

  • Perform other special projects and investigations as needed.

Engineering:

  • Perform inspection of active water and sewer construction projects assuring the are built in compliance to approved plans and specifications.

  • Prepare daily logs documenting construction activities.

  • Follow all regulatory protocols, including disinfection activities during construction.

  • Effectively communicate with property owners, businesses and other stakeholders during construction.

  • Coordinate with internal staff, consultants, and contractors to resolve issues.

  • Review pay request, change orders, and other construction related documentation.

Development Services/Infill:

  • Perform inspections associated with infill permitted (SWSF) sites.

  • Ensure adherence to infill regulatory guidelines.

  • Perform inspections on received complaints for single family residential.

  • Perform enforcement duties associated with infill permitted sites and other single family residential sites.

  • Document and follow up with inspections, complaints, and enforcements.

  • Perform other types of investigations as needed.

  • Effectively communicate with development community and property owners.

Minimum Qualifications

High School Diploma and two (2) years of inspection, investigative, or compliance related experience for water, wastewater or stormwater infrastructure.

LICENSES REQUIRED

Valid Driver License

Note: Per Metro Ordinance No. SO94-1078. All employees of the Metropolitan Government shall be residents of the State of Tennessee or become residents of the state within six (6) months of employment as a prerequisite to employment with the Metropolitan Government.

Preferred Experience, Knowledge, Skills, and Abilities

  • Understanding of techniques for the installation of water, sewer, and storm sewer lines, and the function of each.

  • Thorough knowledge of OSHA and related safety rules and procedures.

  • Computer literate (Windows, Microsoft Office, etc.)

  • TDEC EPSC Level 1 certified.
