Naval Sea Systems Command ADMINISTRATIVE/TECHNICAL SPECIALIST in Naval Base Newport, Rhode Island
Summary You will serve as a ADMIN/TECH SPECIALIST in the Corporate Operations Department, Code 10, Security Division, Code 105, Security Policy and Programs Branch, Code 1051, Personnel Security Program of NAVUNSEAWARCENDIV NEWPORT RI. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-4 pay band encompasses positions equivalent to GS-11 and GS-12. The NT-3 pay band encompasses positions equivalent to GS-09 and GS-10. Responsibilities You will act as the personnel Security (PERSEC) Continuous Evaluation Program (CEP) Coordinator who oversees the execution of the Command's Continuous Evaluation Program (CEP). You will ensure personnel with active security clearances maintain their eligibility for access to classified information/assignment via both self-reporting requirements and automated Government monitoring of publicly available information/databases. You will act as the Command’s subject matter expert and primary manager of the CEP, assists in the decision-making process for determining the continued suitability and security eligibility of individuals for retention in sensitive positions. You will keep the PERSEC PM and Supervisor advised of all Continuous Evaluation Program data, notifications, responses, and adjudications regarding the trustworthiness, judgment and reliability of assigned Government employees. You will utilize the Command’s Defense Information System for Security (DISS) account as a means and method of communication to and from the DoD CAF in submitting initial, updates, and final subject Incident Reports. You will regularly monitor DISS for system notifications regarding CEP alerts and current case adjudications. You will assist the PERSEC PM in the regular and recurring maintenance and auditing of the Command’s DISS Security Management Offices. You will ensure all assigned personnel maintain appropriate position sensitivity, eligibility, classified information access, and background investigation periodicity in accordance with guidelines. Requirements Conditions of Employment Qualifications For the NT-4: Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower band NT-03 (GS-9/10) in the federal service or equivalent experience in the private or public sector leading or conducting security reviews to adjudicate clearance requests, ensure compliance with security requirements or developing security plans and procedures for an organization. For the NT-3: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower band NT-02 (GS-5/8) in the federal service or equivalent experience in the private or public sector supporting a security program by ensuring the adequacy of personnel investigation reports, submitting security clearance requests, or assisting in security investigations. Education The following education may be substitute for specialized experience: FOR NT-4: - A Ph.D. or equivalent doctoral degree; OR- Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree; OR -An LL.M., if related to the position being filled; OR- A combination of experience and graduate education as described above that equates to one year of experience. FOR NT-3: - A master's or equivalent graduate degree; OR -Two full years of progressively higher level graduate education leading to a master's or equivalent graduate degree; OR -An LL.B. or J.D., if related to the position being filled; OR-A combination of experience and graduate education as described above that equates to one year of experience.
