Naval Facilities Engineering Command DEPUTY PUBLIC WORKS OFFICER in Naval Research Laboratory, District Of Columbia

Summary You will serve as the DEPUTY PUBLIC WORKS OFFICER in the Public Works Department of the Naval Research Laboratory, Naval Facilities Engineering Systems Command (NAVFAC) Washington located in Washington, DC. Responsibilities You will serve as the senior civilian employee at the Public Works Department (PWD) responsible for the delivery of a full spectrum of public works services to the installation and supported commands to enable mission success. You will direct, control and coordinate all operations within the Public Works Department using broad knowledge in facilities management, technical, financial and administrative skills. You will formulate and monitor PWD budget requirements taking into account workload forecasts, payroll requirements, travel, training and other overhead requirements. You will direct Public Works Department subordinate supervisors, evaluate performance and hear grievances or complaints not resolved at lower levels of the department. You will review disciplinary actions and interact with union official in accordance with negotiated bargaining unit agreements. You will maintain liaison with senior level leaders throughout the installation and NAVFAC. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Preparing long-term plans for a facility maintenance and sustainment program; 2) Determining funding requirements for a facility maintenance and sustainment program; 3) Coordinating assets (e.g. manpower, equipment, materials, funding) to schedule and execute facilities projects; 4) Recommending business solutions to issues in facility operations; and 5) Ensuring facilities projects are compliant with governing financial regulations.
