You will formulate budget and estimate to support plans, programs, and activities, including presenting and defending budget estimates before authorities. You will develop and interpret budget policies and practices. You will analyze and recommend costs and benefits of alternative methods of financial management of organizations programs and administration operations. You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities. Requirements Conditions of Employment Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Performing accounting and financial, and data; preparing and presenting reports, papers, or fact sheets to provide budget analysis to support civilian labor; applying fiscal law, policies, regulations, principles or standards to financial management. Education Additional Information THIS IS A DIRECT HIRE ANNOUNCEMENT. Section 1109 of the National Defense Authorization Act Fiscal Year 2020 Public Law 116-92 amended Section 9905 of title 5, United States Code (U.S.C.) to streamline and simplify certain Department of Defense civilian Direct Hire Authorities to recruit and appoint qualified candidates directly to certain positions in the competitive service in the Department of Defense. This position is subject to work an uncommon tour, including occasional nights, and weekends to meet mission requirements. Overtime pay or compensatory time and/or unusual duty hours may be required. This position requires evening and weekend work. Term appointments may be extended up to 8 years at the discretion of management and in accordance with applicable regulations. Additionally, you may be noncompetitively converted to a permanent career-conditional or career appointment under specific conditions. Temporary actions taken under this announcement may be terminated at any time before the established not-to-exceed date (3 years). This position is eligible for part time, substantial or ad-hoc telework at the discretion of management. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may or may not be authorized to eligible selectees. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized.
