Craven County Government Appraiser II/Real Estate (10028) in New Bern, North Carolina

Primary Purpose

Performs specialized work in appraising improved residential, commercial, industrial properties and vacant land in the jurisdictional boundaries of Craven County for tax purposes.

Essential Functions

  • Performs the more complex appraisals which usually involve residential, commercial or industrial properties and is capable of analyzing a large population of real property sales data to establish accurate valuation estimates for tax assessment/revaluation purposes.
  • Works closely with the Chief Appraiser in determining neighborhood boundary lines, establishing a grading file for comparable types of construction, maintaining a sales file, helping develop a cost manual and establishing a schedule of uniform land values.
  • Assist in the sales analysis of different neighborhoods to determine the accurate valuation of land and buildings to be applied in the county wide revaluation process.
  • Works closely with the Chief Appraiser in handling the taxpayer appeals, both informal and formal, assist with board of equalization and review hearings.
  • Maintains real property inventory.
  • Reviews inventory and values for accuracy and consistency.
  • Assists in resolving general public valuation concerns.

Minimum Education and Experience

  • Graduation from a four-year college or university including or supplemented by courses in real property appraisal.
  • Five years' experience in appraisal work, preferably including experience in appraising residential, commercial or industrial properties; or an equivalent combination of experience and training.
  • Must attain certification as a tax appraiser by the Local Government Division of the North Carolina Department of Revenue within one year of being assigned duties as a tax appraiser.
  • This is an advanced appraiser position. An applicant should possess the necessary skills to analyze the real estate sales market and arrive at competent conclusive results to ascertain accurate valuation figures to be used in our software valuation models to update values in a revaluation.

Knowledge, Skills, and Abilities

  • Thorough knowledge of principles, practices, and techniques used in real property appraisal work that may include residential, commercial or industrial properties.
  • Thorough knowledge of current construction costs, including building materials and land value.
  • Thorough knowledge of the geographical layout of the County. Thorough knowledge of the methods and procedures employed to update valuation tables in our computer aided mass appraisal software system.
  • Considerable knowledge of the various approaches to the valuation of real property.
  • Skill in appraising real property that may include residential, commercial or industrial properties.
  • Ability to design, populate and maintain excel spreadsheets for analytical valuation purposes.
  • Ability to plan, assign and review the work of subordinate personnel. Ability to deal courteously, tactfully, and firmly with the general public.
  • Ability to establish and maintain effective working relationships as necessitated by work assignments.

Additional Information

  • Performs related work as required.
  • Possession of a valid North Carolina drivers license.
  • May be required to serve during times of disaster.

Physical Requirements

Must be physically able to operate a variety of machinery and equipment including computer, copiers, calculators, map machines, microfilm viewer, tape measures, tape rollers, etc. Must be able to operate a motor vehicle. Must be able to exert a negligible amount of force to move objects. Field site review work requires being able to obtain accurate measurements of real property structures which will require being able to step across small shrubbery, planting beds, etc. Position requires some stooping, bending down and reaching overhead.
