Posting Summary
Rutgers, The State University of New Jersey, is seeking a Principal Clinical Informatics Analyst -Honest Broker for the Office of Advanced Research Computing (OARC).As an Honest Broker for the Clinical Research Data Warehouse (CRDW) at Rutgers University, your primary responsibility is to safeguard the security and privacy of sensitive data while facilitating authorized access for research purposes. This position is responsible for de-identifying data, maintaining the privacy and confidentiality of protected health information (PHI), and serving as an intermediary between researchers and clinical data sources, ensuring that researchers receive de-identified information and samples necessary for their studies.Among the key duties of this position are the following:
  • Collaborate with researchers, institutional review boards (IRBs), and data custodians to evaluate data access requests.
  • Facilitate the acquisition of necessary permissions and approvals for data access, including ensuring that researchers have completed EPIC training where necessary.
  • Utilize appropriate de-identification techniques to ensure that personal or sensitive information remains confidential.
  • Remove or transform any identifying elements from data sets to prevent re-identification. De-identify identifiable data, biospecimens, and PHI in accordance with applicable privacy regulations and institutional policies.
  • Act as a trusted intermediary to release de-identified data subsets to authorized researchers.
  • Maintain a record of data release, ensuring compliance with data use agreements and ethical guidelines.
  • Provide re-identification codes as necessary for information collation or subsequent inquiries while retaining the information linking these codes to the patient's identity.
  • Ensure that direct contact with patients is avoided in compliance with regulations.
  • Implement and uphold data security and privacy standards to safeguard sensitive information.
  • Regularly review and update data handling protocols to align with the latest regulations and best practices, including EPICrelated compliance.

Qualifications

Minimum Education and Experience
  • Bachelor's degree in a relevant field, with a preference for a Master's degree in healthcare informatics, bioethics, or a related discipline.
  • Five (5) years of experience in data management, healthcare informatics, or a similar field, particularly in a research or healthcare environment required.
Certifications/Licenses
Required Knowledge, Skills, and Abilities
  • Familiarity with data de-identification techniques and privacy regulations (e.g., HIPAA), including EPIC-related data.
  • Strong understanding of ethical principles and their application in research.
  • Excellent communication and interpersonal skills to facilitate collaboration among stakeholders.
  • Attention to detail and the ability to maintain meticulous records.
