Defense Logistics Agency Management and Program Analyst in New Cumberland Defense Logistics Center, Pennsylvania

Summary See below for important information regarding this job. Responsibilities Analyzes the Quality Oversight plan to measure effectiveness of contract quality assurance activities. Serves as an expert for surveillance/compliance processes, documentation, and oversight activities. Provides technical assistance and advice on intricate quality assurance issues to DLA Distribution staff and senior leadership. Conducts on-site audits to validate and assess the use of the 7 Step Surveillance Process and other tools and guidance to conduct oversight of Service Provider (SP) compliance. Reviews source documents and operational requirements to ensure surveillance templates and checklists are current. Analyzes, interprets, and evaluates computer generated data, site visit information, and reports. Generates written reports that document inspection results to identify purpose, references, statistics, and trends. Communicates conclusions and recommendations of analytic findings for senior-level management briefings and reports. Provides technical assistance and advice on intricate quality assurance issues. Requirements Conditions of Employment Qualifications To qualify for a Management and Program Analyst, your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Analyzes program data and coordinates the preparation of accurate and reasonable program plans and proposals to support acquisition related functions. Develops recommendations, consolidate information, prepare accurate and responsive reports and briefings, and coordinate findings and conclusions. Utilizes procurement procedures and techniques to carry out acquisition assistance assignments involving market research using varies information sources. Provides training to and ensures that personnel have implemented the training, tools, and policy guidance necessary for each Quality Assurance Team. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Demands: Work is of a sedentary nature, however, during regular site visits and training there are periods of standing, bending and stooping to assist, observe and study storage and distribution work. Work Environment: The work environment involves everyday risks or discomforts that require normal safety precautions. Work is performed in an office type setting where the work area provides adequate light, heat, and ventilation; however regular Quality Site Visits (up to 75%) require working in storage/industrial areas, and involve moderate risks or discomforts. clothing and gear and observance of safety precautions are required. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
