Position Objective:

This position will coordinate the construction, repair and maintenance of passenger stations, yard facilities , and right-of-way structures within Metro-North’s New Haven Lines. Interface with Connecticut Department of Transportation (CDOT) managers and engineering consultants. Coordinate projects with other Metro-North departments as well as outside entities such as public agencies, municipalities, external consultants, and vendors as necessary. Define work objectives for future maintenance, construction and repair programs based on applicable standards for safe and reliable operation.

Responsibilities:

  • Implement and develop cyclical building maintenance and repair programs for Stations and Facilities on Metro-North territories and ensure safe and reliable service. Regularly evaluate and inspect stations and facilities to identify maintenance and repair needs and recommend corrective actions and prioritize accordingly.

  • Evaluate future construction, maintenance , and repair programs for the Stations and Facilities department, which include developing cost estimates for internal projects and developing cost estimates for external work sponsored by the CDOT project.

  • Develop project scopes, budgets, and schedules for in-house projects to perform work safely, efficiently , and in compliance with Metro-North Safety Program and applicable standards.

  • Select, develop, and motivate staff and provide career development for team members. Provide effective coaching and counseling. Manager team and individual performance. Create a professional environment that respects individual differences and enables staff to develop and contribute to their full potential. Direct subordinates in efficient use of budgeted resources. Review allocation of personnel, material, and equipment for all projects .

  • Document materials and track usage for auditing purposes. Review allocation of personnel, material and equipment for projects and adjust as necessary to ensure efficient use of resources and adherence to schedules.

  • Coordinate all work efforts on inter-departmental projects with various department managers to ensure efficiency and maximum productivity.

  • Review construction designs for compliance with Metro-North standards and applicable NYS building codes.

    Required Qualifications:

    Required Knowledge/Skills/Abilities:

  • Strong leadership skills and ability to foster teamwork.

  • Excellent planning, forecasting , and organizational skills to ensure construction, repair , and maintenance work is on schedule and service disruptions minimized.

  • Strong ability to analyze repair and maintenance problems and develop solutions.

  • Strong knowledge of Heating, Ventilation, and air conditioning (HVAC), Mechanical and Plumbing, carpentry, masonry, and steelwork .

  • Strong oral and written communication skills.

  • Strong ability to interact with internal departments, as well as city and state agencies.

  • Knowledge of MS Office Suite or comparable applications.

  • Project management skills.

  • Familiarity with collective bargaining agreements.

  • Ability to be on call 24 hours/ 7 days .

  • Valid driver’s license.

    Required Education and Experience:

  • Bachelor’s Degree in Civil Engineering, Construction Management , or related discipline. Demonstrated equivalent experience, education and/or technical credentials to equal an additional four years of experience may be considered in place of a degree.

  • Minimum five (5) years of experience in construction, maintenance, and repair of infrastructure assets.

  • Minimum three (3) years of progressively complex management experience managing projects and a diverse workforce.

    This position is safety-sensitive and subject to toxicological testing.

    According to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).

    Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
