This position is in the Facility Services department of the Port of New Orleans Maintenance Division and reports directly to a Port Facility Maintenance Manager.

Acting under the supervision of the Port Facility Maintenance Manager, this working foreman position supervises 3 electricians. This position provides supervision, guidance, logistical support and limited administration to a group of journeyman electricians and their helpers to make repairs to pumps, compressors, fire alarm panels, HVAC systems, electric doors, interior/exterior lighting and other electrical systems by performing the duties listed below.

This position participates in the required PORT training program and obtains additional training in order to facilitate the efficient performance duties and/or required tasks. This is a safety sensitive position that requires random drug screening throughout the year.

The incumbent is required to possess and maintain a valid Louisiana Driver’s License, Class E, or other state equivalent, and be knowledgeable and capable of the safe operation of various types of equipment required to fulfill the needs of the position and the PORT. The incumbent is required to have knowledge of the use of a UHF radio, which requires proper radio etiquette. The incumbent shall utilize a telephone, cell phone, two-way communication device, computer, and e-mail to facilitate communications if required. The incumbent must be able to perform duties many times without direct supervision and be knowledgeable enough to interpret unforeseen conditions as they may arise. Incumbent may be required to work overtime. May also require working immediately before, after, or during a disaster.

Starting salary depends upon qualifications:

$25.79/hr. to $36.10/hr.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

Four years of experience in the electrical trade, two years of which must have been working with specialized systems such as high-voltage distribution lines, power plants, or heavy, high-voltage mechanical or industrial equipment, or with electrical or electronic systems such as traffic signals.

SUBSTITUTIONS:

Training in the electrical trade will substitute for a maximum of two years of the required general experience on a month for month basis.

Job Concepts

Function of Work:

To oversee and supervise the installation, repair and maintenance of electrical systems primarily over 660 volts, and to coordinate activities of Bridge Maintenance Electrical Specialist, distribution and Power Plant Specialist, Marine Electrical Specialist, and the Signal Light Electrical Specialist.

Level of Work:

Supervisor.

Supervision Received:

Broad review from a Facility Maintenance Director, District Engineer, Marine Maintenance Superintendent 1, or other higher level supervisor, manager, or administrative official.

Supervision Exercised:

Line over a staff of Electrician Specialist, and Electrician Specialist Leaders.

Location of Work:

May be used by all State agencies.

Job Distinctions:

Differs from Electrician Specialist Leader by the requirement to exercise full supervisory responsibilities.

Differs from Electrician Foreman by emphasis on maintenance, repairs and installation of electrical systems primarily 660 volts and higher, and pertaining to complex and technical activities at a power plant, electrically operated bridge, signal light, and marine electrical operations.

40% Supervisory/Administrative

  • Trains and develops subordinates' skills;

  • This is a working supervisor position.

  • Supervisor and lead worker over three Electrician Specialists.

  • Assigns and inspects the work of Electrician Specialists.

  • Trains, directs, and provides guidance to subordinates in the performance of repairs to pumps, compressors, fire alarm panels, HVAC systems, electric doors, traffic and railroad signals, interior/exterior lighting and other electrical systems as needed.

  • Performs inspections to estimate time and materials for pumps, compressors, fire alarm panels, HVAC systems, electric doors, traffic and railroad signals, and interior/exterior lighting repair jobs.

  • Makes assignments of subordinates or crews providing a variety of electrical maintenance or repair.

  • Inspects maintenance work in progress and upon completion for compliance with NEC standards.

  • Prepares time, work, and maintenance reports.

  • Ensures that sufficient and proper materials and tools are on hand to accomplish work assignments.

  • Approves leave and time records.

  • Evaluates subordinates' work performance.

  • Implements work assignments by assigning jobs and scheduling work crews;

  • Sets completion deadlines;

  • Estimates labor, materials, time, and equipment required to complete work assignments and requisitions or purchases supplies and materials; Inspects work in progress and upon completion to assure it meets Board standards;

  • Advises subordinates on job assignments and priorities;

  • Advises and assists with budgets, technical problems, safety procedures/training, disciplinary actions, availability and use of materials, performance evaluations, promotions, and other personnel related subjects;

  • Assign correct personnel to complete daily job assignments and check on their progress;

  • Check daily time sheets for correct hours and job codes and check that any overtime hours worked is correct and coded to right location;

  • Makes daily reports, conducts performance planning/evaluations and approves leave requests. Assists in completing accident reports. Checks and approves employee’s payroll.

  • Makes sure all material drawn out of the Store Room is coded to correct job site;

  • Purchases material using P-card for emergency operations as needed.

  • Manages, supervises, and directs the daily activities and operations of maintenance processes for facilities;

  • Prepares, plans and approves requisitioned materials;

  • Assist in the preparation of departmental budget; Establish preventive and routine maintenance schedules and procedures on items under department’s control.

    30% General Electrical Duties

  • Performs repairs to pumps, compressors, fire alarm panels, HVAC systems, electric doors, interior/exterior lighting and other electrical systems using bucket trucks, power and hand tools which include, but not limited to meggers, electric meters, amp probes, wiggies, air compressors, and generators.

  • Performs electrical maintenance on all, but not limited to, the following: pump house and valve house electrical systems, pumping stations, sewer lift stations, Cruise Terminal, marine equipment, Administration Building, HPD HQ and Substation, field maintenance offices, FAS/guard stations, Port entrance/exit gates, parking lots and common spaces.

  • Uses meggers for the detection of underground shorts.

  • Inspects and maintains all roadway and shed lighting and traffic and railroad signals.

  • Oversees installation, alteration, maintenance, and repair of electrical equipment and wiring systems of tenant facilities.

  • Requisitions and purchases materials and supplies.

  • Performs scheduled maintenance on pumps, generators, motors, HVAC systems and other electrical systems.

  • Liaison with energy provider to troubleshoot power outages.

  • Performs installation and maintenance of marine electrical systems and related equipment such as dredge, sounding boat, fire boat, police boat and pile driver.

  • Serves as first call on all AC related problems. Coordinates either internally or with service contractor on the repair of units.

  • Assists in all electrical work on all 4 movable bridges.

  • Maintains all traffic gates owned and operated by the Port.

  • Works as directed.

20% Project Manager

  • Reads and interprets electrical blueprints for repairs, alterations, and new installations.

  • Oversees work performed by outside contractors to inspect work and release permits.

  • Reviews and approves electrical permits as needed for tenants. This includes the review of one-line drawings submitted by the tenants' contractors.

  • Supervise the installation of new traffic signal lights and flashing beams.

  • Oversees erection of new poles and transformers, interconnects, controllers, and other cables to these poles.

  • Supervise installation, alteration, maintenance and repairs to traffic signals, controllers and traffic loops.

  • Oversees installation of high voltage transformers.

  • Draws, interprets, updates and files electrical blueprints.

  • Liaison with energy provider with the installation and removal of electrical meters.

  • Serves as primary point of contract for energy provide on all matters relating to the Port.

  • Oversees HVAC contractors, electric doors, and also interior/exterior building lights.

  • Provides guidance to private contractors on circuitry layout of buildings and facilities.

  • Oversees and maintains the CHT Roadway light system (approx. 110 total light fixtures)

  • Oversees and maintains all lighting systems owned by the Port across all properties.

  • Oversees and repairs the Radio System installed at the HPD Headquarters. Works with the IT department when needed.

  • Works as directed.

5% General Facility Maintenance:

  • The incumbent is required to assist other maintenance forces in the general upkeep of Facility Services facilities and other Port facilities as directed by the supervisor.

5% Other Duties, Including Emergency Support

Incumbent is required to perform a variety of tasks and assignments, as directed by the supervisor, necessary to fulfill the mission of Facility Services Department and/or Port Maintenance Division.
