The New Orleans Regional Transit Authority (NORTA) gets people moving around New Orleans. Our transit services bring hard-working commuters to their jobs, students to their schools and fun seekers to entertainment, shopping areas and restaurants. We provide mobility to residents of the city, as well as its many visitors. NORTAs system includes 5 streetcar lines, 30 bus routes, 2 ferry routes and paratransit services. Our passengers take more than 19 million rides every year.

NORTA has entered an exciting period of transformation and modernization as a fully public agency well underway implementing its Strategic Mobility Plan including a recently completed bus network redesign in late 2022; over $55 million awarded to build passenger facilities, over $82 million to transition to electric bus fleet, and acceptance into Capital Investment Grant program for its first Bus Rapid Transit (BRT) corridor.

REPORTS TO Senior Manager of Planning and Scheduling

JOB SUMMARY This position will take a leading role in the development and production of efficient operating schedules and the design of bus and streetcar services to meet the needs of RTA and the public. The successful candidate will be responsible for compiling and analyzing a wide variety of operational data to improve efficiency and effectiveness of transit service. The position contributes to Title VI analysis and community outreach to support service planning initiatives. This position may serve as project manager for special projects, and will contribute to larger projects through analysis, recommendations, and review of proposals.

Examples of Duties

ESSENTIAL FUNCTIONS

  • Performs technical work related to service and operational planning involving data collection, analysis and reporting, and develops insights and recommendations to improve speed, reliability and comfort to better serve existing riders and grow ridership.
  • Prepares documents, reports and presentations on status, findings and/or recommendations to staff, RTA Board of Commissioners, outside agencies, and/or public.
  • Conducts market and demographic research related to service plan development.
  • Evaluates public, internal and outside agency requests for service changes and reviews, coordinates responses with service planning and scheduling staff for dissemination.
  • Assists with departmental efforts to develop materials to communicate to the public on transit plans, project and initiatives.
  • Works with theSenior Manager of Planning and Schedulingto formulate the short-range and five-year service plan.
  • Prepares vehicle and operator schedules using a computerized scheduling program (currently Trapeze).
  • Supports and attends public engagement activities related to service changes and service plans.
  • Conducts field work as needed.
  • Conducts Title VI analyses for service and fare changes and assists with updates of related policies.
  • Administers or assists with data collection and processing for National Transit Database (NTD) reporting.
  • Coordinates with other departments and outside agencies to prepare and implement service revisions.
  • Coordinates with local and regional governmental and non-governmental agencies and partners on transit related projects.
  • Serves as Project Manager for assigned planning studies and projects and their implementation, overseeing the work effort and themanagement of staff and consultants.
  • In coordination with Procurement, may develop Request for Proposals (RFPs) and other relevant solicitations and participates in consultant/contractor selection
  • Assists in development, management and maintenance of depa tment document and information management, data libraries, and standard operating procedures.
  • Provides staff support and coordinates with other departments and divisions on various projects.

Qualifications

EDUCATION

  • Bachelors degree in Urban Planning, Transportation or Transit Planning, Public Administration or Policy, Information Systems, Logistics, Engineering, or a directly related field from an accredited college or university, or a combination of experience and training to the equivalent.
  • A Masters degree in one of the above-listed fields is preferred and may be considered in lieu of up to two (2) years of experience.
  • A combination of education and related experience may be considered in lieu of education requirements.

Experience

  • Minimum of five (5) years of experience in transit, transportation, community development, urban planning, or a related field.
  • Experience working for a public transit agency or a firm directly engaged in service planning and scheduling work is strongly preferred.

LICENSING REQUIREMENTS/DEMANDS

  • A valid Louisiana Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
  • Must submit to criminal background check, the results of which must meet hiring criteria for the role.
Knowledge, Skills and Abilities

KNOWLEDGE, SKILLS and ABILITIES

  • Strong analytical skills and attention to detail
  • Understanding of service planning and scheduling functions and their relationship to strategic planning.
  • Technical and theoretical understanding of transit scheduling concepts.
  • Strong verbal and written communication, especially working with people from vulnerable populations; report writing, delivering presentations, and preparation of content for websites, social media and handouts.
  • Ability to gather data and prepare clear and concise reports.
  • Ability to work independently and in a team environment
  • Strong organizational and project/task management skills
  • Knowledge of statistical theories and methods.
  • Read, write, speak, and understand English

PREFERRED SKILLS

  • ArcGIS or other similar mapping software
  • Familiarity with Trapeze or other computerized scheduling software
  • Knowledge of trip building, blocking, run cutting, and rostering
  • Proficiency with data analysis and visualization software such as Tableau or Power BI

WORK ENVIRONMENT/PHYSICAL REQUIREMENTS Some periods of sitting at a desk and working on a computer in a normal office environment. Must be able to lift up to 15 pounds at times. Must be able to work in the field.
