Summary This position is located in the Office of the Chief Financial Officer, National Finance Center, Government Employee Services Division, Payroll Accounting Directorate, Payroll Reconciliation Branch, Section 3, Military Deposit and Reconciliation in New Orleans, LA. The incumbent of this position serves as a Unit Supervisor responsible for performing a variety of clerical and technical duties. Responsibilities Serves as a Unit Supervisor responsible for performing a variety of clerical and technical duties. Reviews regulatory material such as Federal and Departmental personnel and pay regulations, agency, department, and government regulations, Comptroller General Decisions, internal and external procedures pertaining to Payroll/Personnel Systems. Establishes workflow, methods, procedures, deadlines, and priorities needed to expedite administrative requirements. Demonstrates processes and procedures, observes workers' performance, and conducts work performance critiques. Responsible for providing technical, clerical, and administrative support for the Unit. Organizes administrative work in most efficient and productive manner, exercises control and direction in support of Unit functions, ensures the timely accomplishment of all administrative activities. Handles special projects, surveys, and assignments related to inquiries of the Payroll/Personnel System. Accomplishes general administrative record keeping and reporting, property accounting, time and leave record maintenance and reporting, overtime usage, procurement, travel, personnel administration, and administrative work in support of the Branch. Supervises staff and is responsible for identifying developmental needs and formulating training plans for subordinates. Requirements Conditions of Employment Qualifications Applicants must meet all qualification and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Specialized Experience GS-8: You must have one (1) year of specialized experience equivalent to at least the next lower grade level (GS-7) or pay band in the Federal service or equivalent in the public sector. Specialized experience for this position includes: 1.) Experience utilizing payroll/personnel systems and subsystems. 2.) Experience creating/preparing financial and administrative documents. 3.) Experience providing assistance to team members in resolution of payroll and personnel processing problems. Specialized Experience GS-9: You must have one (1) year of specialized experience equivalent to at least the next lower grade level (GS-8) or pay band in the Federal service or equivalent in the public sector. Specialized experience for this position includes: 1.) Leading or advising in a team on payroll/personnel systems and subsystems. 2.) Preparing financial administrative documents for use by subordinate members of the team. 3.) Providing advice and assistance to subordinates in resolution of payroll and personnel processing problems. NOTE: This experience must be demonstrated on your resume/supporting documents. Time-in-Grade Requirements: Merit promotion applicants holding or having held a GS position in the past 52 weeks must meet applicable time-in-grade requirements. One year at the GS-7 is required to be eligible for the GS-8. One year at the GS-8 is required to be eligible for the GS-9. Time-in-Grade requirements must be met by the closing date of the announcement. Applicants MUST submit an SF-50 that illustrates time-in-grade and reflects title, series, and grade. You will receive credit for all qualifying experience, including volunteer experience. Education Education cannot be substituted for experience at the GS-8 or GS-9 grade levels. This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements. This position is not included in the bargaining unit. This position is being advertised as a GS-0503-8/9. Management may make a selection from any grade levels. Individuals selected at the GS-8 grade level may be promoted to the next grade level non-competitively after completion of one year of specialized experience at the next lower grade level. Promotion is never automatic. Promotion is based on a recommendation by the supervisor that the employee meets all necessary qualification requirements for promotion, is performing the full scope of the major duties, and is functioning under the supervisory controls as stated in the target job description.
