Brown County Full Time County Engineer in New Ulm, Minnesota

Position Summary: Responsible to oversee and manage the operations of the Brown County Highway Department as established and required by State Statute. The duties include office management, engineering, construction, maintenance, and the supervision of the Department staff. Responsible for highway and bridge construction and maintenance to ensure the safety of the traveling public. Responsible to manage repairs for the County Public Drainage Systems. Project Planning: Reviews and inspects existing highway system. Develops and maintains ten-year highway improvement program. Analyzes and develops system wide improvements. Prioritizes projects to meet available funding and combines projects when cost savings can be realized. Sets tentative maintenance work schedule. Prioritizes and coordinates maintenance and construction work. Establishes roadways to be seal coated. Sets bridge maintenance schedule. Meets with City and County officials to review proposed improvements. Engineering and Design: Determines proper improvements to be scheduled for each project. Sets gradelines and cross sections to be used. Determines the type of pavement or surfacing. Schedules surveys for hydraulic design of drainage structures. Notifies and meets with utility companies for each project. Reviews Federal, State and AASHTO rules to determine if variances or exceptions are required and acquires State approvals. Designs projects to the appropriate standard. Conducts meetings with affected landowners and other affected parties. Coordinates public hearings for Federal Projects. Reviews and signs final plans and specifications, and reviews with the District State Aid Engineer. Contacts the Dept. Natural Resources, Board of Water and Soil Resources, State Historical Preservation Office, and the Corps of Engineers for their approval and appropriate permits. Staff Management: Manages and directs all department staff, either directly or through subordinate supervisors. Responsible for recruitment, selection, hiring, promotion, training, discipline, discharge, and grievance management. Manages, monitors and documents the work performance of assigned personnel, conducts effective coaching, reviews performance, and takes corrective action, as necessary. Delegates responsibility and authority. Enforces all safety rules, regulations and procedures. Ensures necessary safety training is provided. Develops and makes work assignments. Department Management: Develops, monitors and maintains department budget. Opens and reviews all bids and makes award recommendations to the County Board. Ensures required contracts and bonds are in order. Schedules and conducts pre-construction conferences. Reviews and approves required construction reports. Makes final inspections and approvals. Prepares and submits a variety of reports and documents. Manages Right of Way Acquisition. Develops and budgets equipment and supply needs and approves purchases. Reviews and signs vouchers and invoices. Reports to and advises County Board. Responds to public inquiries, requests and complaints. Provides public information regarding department activities, road conditions, etc. Coordinates projects with cities and townships. Bridge Management: Responsible for inspection, construction and maintenance of all County & Township bridges. Certifies annual inspection of all County and Township bridges. Provides training on inspection procedures for engineering staff. Determines project needs, prioritizes and initiates replacement or repair projects. Manages bridge projects including obtaining approvals and funding. Selects consultants for project designs and reviews plans and hydraulics. Administers construction contracts. Other Duties: Assists with park projects. Advises and assists townships on their road projects. Attends training, professional association and county meetings. Other duties as assigned or apparent Position is a Grade 22 with an entry annual salary range of $115,876.80 to $129,916.80, OQ. Position has a full earning potential of up to $163,300.80, DOQ.
