Job Description

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.

The Division of Child Protection (DCP) is charged with investigating all allegations of child abuse and maltreatment that the City receives from the New York Statewide Central Register of Child Abuse and Maltreatment. The Division of Child Protection encompasses Child Protective and Placement Services. Child Protective Services include the Child Protective Borough Offices, Family Preservation and Family Services Unit, Emergency Children’s Services (ECS), and the Office of Special Investigations (OSI).

DCP’s Addiction Policy, Planning and Support Service (APPSS) Unit is responsible for supporting ACS staff, contracted providers, and families affected by problematic substance use while establishing and/or strengthening strong partnerships with community-based substance use providers. Within ACS, the Substance Use Disorders Unit is responsible for creating and maintaining strong partnerships not only with external NYC agencies but also within, ACS Division of Child Protection (DCP) as well as the Division of Preventive Services (DPS) and Family Permanency Services (FPS).

Under supervision of the Director of Substance Use Disorders, the Addiction Services Coordinator will perform the following duties:

  • Performs duties necessary to ensure that parents/caregivers, and youth within the Borough Offices are provided with an appropriate referral for a substance use, screen, brief intervention, and when indicated, a referral for treatment.

  • On a daily basis, monitors the adherence to the policy for referring to an in-house credentialed alcoholism and substance abuse counselor (CASAC) or a community-based organization (CBO) by monitoring the flow of referrals, and outcomes from the cases identified for support.

  • Attends unit staff and departmental meetings, case conferences as well as zone debriefing when necessary.

  • Participates as part of a team conducting departmental training programs to introduce new developments and techniques within the SUD discipline.

  • Performs routine audit of the Connections database to ensure compliance with documentation requirements.

  • Identifies and reports on training needs.

  • Performs other related duties as required.

Qualifications

  1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or

  2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or

  3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
