Reporting to the Assistant Vice President of Workforce Development and Continuing Education, the Administrative Operations and Strategy Officer is responsible for managing operations, including budget compliance, fiscal reporting, managing internal operations (enrollment management and financial aid), project management, and client relations. They ensure the division meets its performance goals and financial growth targets, oversees administrative services, and supervise staff. Additionally, the Administrative Operations and Strategy Officer implements budget controls, establishes objectives and key performance indicators, and encourages professional development within the division.

The Administrative Operations and Strategy Officer actively participates in staff, departmental and committee meetings, representing the AVP to ensure the division’s interests are well represented. They are responsible for submitting accurate reports, revising procedures for effective operations, and ensuring compliance with College and CUNY policies. The role encompasses overseeing the administrative, project, and operational component of the division to include fiscal, human resources, facilities, IT, client relations, and operations. The Administrative Operations and Strategy Officer also performs other related duties as delegated by the AVP.

In addition to the CUNY Title Overview information, other key duties include, but will not be limited to the following:

  • Develop, document and manage daily operations, including accounts receivables, payroll, bursar, and registrar functions, and manage the CE Bursars Office and staff.

  • Work closely with the AVP to manage the division budget, financial planning, data modeling, forecasting, and generate profit and loss reports.

  • Implement and enforce administrative policies and procedures to ensure compliance with BMCC and CUNY standards, and conduct internal audits to ensure accuracy and mitigate litigation risks.

  • Assist in developing programmatic strategies to increase tuition base revenue and monitor grant or foundation budgets.

  • Serve as key liaison between the Adult Continuing Education (ACE) division and the business support areas of the college, and oversee split revenue contracts, online continuing education, and MOU/partnership agreements.

  • Oversee student financial aid services, accreditation, and enrollment management.

  • Collaborate with division leadership to develop performance goals, long-term operational plans, and set strategic goals for operational efficiency and increased productivity.

  • Lead project management efforts to support and facilitate division outcomes, including managing complex projects using current design thinking and project management methodologies.

  • Implement and monitor systems to ensure maximum internal financial controls, and analyze current operational processes to recommend and implement improvements for efficiency and productivity.

  • Supervise administrative staff, ensuring efficient operations, record keeping, student support services, and testing.

QUALIFICATIONS

MINIMUM

Bachelor’s degree and eight years’ related experience required.

PREFERRED

  • Advanced degree in public administration, higher education administration, or related field

  • Eight years’ high-level administration, operations or organizational development experience in an institute or higher education setting with a strong track record of successfully managing various initiatives.

  • Ability to think creatively and strategically, to anticipate business and financial trends and to transfer that thinking to interpret complex policies and procedures and apply them to routine and unique situations to effectively coordinate activities, meet administrative and operational needs, and ensure cost-effectiveness.

  • Strong organizational, office and project management skills to understand complex operational processes, develop objectives, set priorities, adapt to changing priorities, manage competing demands, constant changes and meet deadlines for deliverables.

  • Detail oriented and precise with strong research, writing, and analytical skills.

  • Pro-active, flexible and collaborative work style with strong interpersonal communication, presentation and negotiation skills to forge successful relationships and partnerships with diverse campus and University faculty and staff, as well as external government and industry partners.

  • Commitment to public service, service excellence, inclusion, equity and professional integrity to manage sensitive work, exercise sound judgement, with ability to thrive in a demanding, multi-faceted, and time-sensitive office.

  • Computer proficiency using academic, administrative, and financial systems, databases, and programs, plus Microsoft Office programs including MS Project, and virtual meeting/conferencing and collaboration tools (MS Teams, Zoom, etc.).

  • Flexibility to work some evening hours and occasional weekends.

CUNY TITLE OVERVIEW

As a senior staff member in a Campus or University Executive's office, leads unit initiatives, participates in planning and setting priorities, and drives strategic initiatives to ensure their success.

  • Participates in planning and in setting policies with responsibility for preparing aspects of strategic and operational plans. Participates in developing and executing performance management systems to evaluate progress.

  • Works with other Campus and University units to oversee complex, high-priority projects, with responsibility for outcomes.

  • Represents the Executive in Campus or University-wide activities and may act in his/her place when required.

  • Independently carries out major responsibilities under the Executive's purview, such as monitoring and evaluating unit activities, financial planning and review, serving as chair of key committees, and communications with senior Campus or University management.

  • May serve as Chief of Staff of a large Executive Office.

  • Performs related duties as assigned.

COMPENSATION AND BENEFITS

Salary range is $124,656 - $132,987, commensurate with qualifications, education and experience.
