City of New York Assistant Civil Engineer in New York, New York

Job Description

The New York City Department of Sanitation, Office of Waste Management Engineering (WME) is responsible for the landfill Post-Closure Care and end-use development of the 2,200-acre Fresh Kills Landfill in Staten Island, NY. Fresh Kills Landfill consists of four landfill Sections (Section 2/8, 3/4, 6/7, and 1/9). Section 1/9 was the last landfill section to receive final cover construction. The construction was completed in December 2021. WME has recently transitioned from the Final Cover Construction phase to the long-term Post-Closure Care phase, as administered by the regulator, The New York State Department of Environmental Conservation (NYSDEC). WME is seeking to hire an Assistant Civil Engineer to be part of the team in continuing the landfills Post-Closure Care work.

With minimum supervision, the selected candidate’s responsibilities will include the following but not be limited to:

  • Civil/environmental engineering work of moderate difficulty and responsibility and may supervise subordinate employees on projects associated with the design engineering, construction, and operational performance of Landfill Site Work, Use Development and Post-Closure Care projects for the Fresh Kills Landfill in Staten Island, NY. Engineering and Construction projects consist principally of earthworks, stormwater control and erosion control systems, landfill final cover consisting of geosynthetics and soils, and landfill gas collection and conveyance systems. Post-closure care projects include operation and maintenance and upgrades of leachate containment, collection and conveyance and treatment systems, landfill gas collection, emissions, and migration systems, landfill gas flaring, as well as inspection and maintenance of stormwater management systems, and environmental monitoring and reporting programs for landfill gas emissions, landfill gas migration, groundwater and surface water quality, leachate treatment and control and SPDES Discharges. End-use projects include the development of Fresh Kills Park, which will include the active and passive recreational areas, as well as utilities, public infrastructure, roads, and renewable energy, which must not compromise the landfill's environmental controls, monitoring, and Post-Closure Care operations.

The selected candidate will work closely with engineering staff on tasks as follows:

  • Prepare and/or conduct and/or review design calculations and design details, design and/or operational analyses and reviews, construction and construction-related scopes of work and contract documents, and construction inspections.

  • Investigate, analyze, and recommend design and construction changes. Review contractor's technical work and records to ensure that contractors are performing work in accordance with the technical requirements of contracts.

  • Prepare memos and reports on project issues.

  • Collect and analyze operations and environmental monitoring data.

  • Document and track regulatory approvals.

  • Aid in project management, contract administration and procurement tasks.

  • Assist in developing the Request for Proposal (RFP) for upcoming Post Closure Care projects, including preparing the Pre-solicitation Review Report, scope of services, schedules, budgetary cost estimates, M/WBE compliance, and coordinating/interacting/attending meetings to acquire RFP approval.

  • Reviewing and processing consultant/contractor payment requisitions and other documents.

  • Meeting/interacting with other entities as necessary.

Some of the physical activities performed by Assistant Civil Engineers and environmental conditions experienced are, walking to and from inspection sites and during inspections climbing and descending stairs, ladders, and hills to get to areas to be inspected, standing for an extended period of time, opening circular manhole covers, bending a stooping during inspections, working in confined areas, distinguishing colors, wearing hard hat and respirator for manhole inspections, communicating orally, carrying a clipboard, inspection forms, and/or tablet, climbing around and/or over various objects, walking in areas that may be damp, dark, dusty, smoky or acrid, working outdoors in all kinds of weather.

Qualifications

  1. A baccalaureate degree from an accredited college in civil engineering and one year of full-time satisfactory experience in civil engineering work; or

  2. A baccalaureate degree from an accredited college and a Master's degree from an accredited college in civil engineering.
