Functional Job Title: Assistant Vice President, Tolling Reconciliation, Modeling and Reporting

This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.
COMPENSATION
Earnings Potential: $ 147,868 - $ 194,077
Hay Points: 1312
Overtime Eligibility: Not eligible for paid overtime in accordance with FLSA .
KEY RESPONSIBILITIES
Program Leadership
Lead all phases of tolling management reporting, financial reconciliations, and modeling analysis while ensuring adherence to safety, quality, risk, and commercial standards.
Provide strategic recommendations and oversee the development and implementation of policies, procedures, governance structures, staffing plans, budgets, and expenditures.
Coordinate and facilitate meetings with internal teams, vendors, and stakeholders to monitor progress, address challenges, and maintain adherence to schedules.
Spearhead business process improvements and support the development of advanced tools and systems for operational efficiency.
Modeling and Reporting
Oversee demand modeling, revenue and traffic reporting, toll system performance tracking, and mandatory federal and legislative reports.
Direct the creation and enhancement of dashboards and analytical tools to meet internal and external reporting requirements.
Lead strategic policy development and oversee complex data analyses, demand forecasting, and environmental impact studies to support tolling initiatives.
Ensure the delivery of high-quality reports, dashboards, and presentations to diverse audiences, including internal leadership, external stakeholders, and the public.
Tolling Reconciliation
Manage toll revenue reconciliations to ensure accuracy in reporting and compliance with auditing standards.
Oversee financial processes, including 5-day close activities, monthly revenue adjustments, and annual reconciliation of toll revenues.
Collaborate with tolling operations, IT, and system vendors to resolve discrepancies and ensure accurate financial reporting.
Establish and refine guidelines and procedures for effective revenue reconciliation and reporting.
Team Leadership and Strategic Vision
Lead and develop a team of approximately 27 employees, including consultants and contractors, fostering a high-performance culture.
Drive innovation and strategic change, leveraging data-driven insights to optimize performance and improve decision-making processes.
Build a collaborative environment that supports staff development and the successful execution of tolling initiatives.
Represent the agency before elected officials, boards, industry partners, and regulatory entities, advocating for agency goals and initiatives.
Collaborate with internal and external partners, including the New York City Department of Transportation (NYCDOT) and the New York State Department of Transportation (NYSDOT), to align tolling strategies with broader transportation goals.
Serve as a decision-maker and delegate authority in the absence of senior executives.
QUALIFICATIONS
Bachelor’s Engineering, Systems, Technology, Finance, Project Management, or Planning preferred.
Must have a minimum of fourteen (14) years related experience, including at least ten (10) years in a management or supervisory role in a large, multi-faceted organization.
An equivalent combination of education and experience may be considered.
Significant experience in program management for government agencies or businesses with highly complex systems preferred.
Experience leading and managing a unionized workforce and/or consultant/contractor/vendor staff.
Proficient in Microsoft Office Suite and document management software.
Unrestricted Driver License in the State of New York
Excellent communication and interpersonal skills.
Demonstrated ability with building relationships and working collaboratively with internal and external stakeholders.
Demonstrated ability to effectively work in a high-profile, high-pressure environment.
Must have focus and ability to deliver on results, organizational effectiveness, and continuous improvement.
Must be a proven leader as a change agent and creative/innovative thinker with the ability to align business goals with solutions to drive process improvements.
Must possess excellent team building, listening, problem solving, and prioritization skills.
PREFERRED QUALIFICATIONS
Advanced degree (MA, MS, MPA, MBA) preferred
Experience with change management
Familiar with tolling operations, budgeting and financial management
Demonstrated ability with complex data analytics, visualization, and spatial analysis
Computer Science fundamentals in object-oriented design, data structures, algorithms, problem solving and complexity analysis
Strong experience with version management tools (Git) and procedures
Data analysis skills to support analytics and data manipulation (R, SQL, Python, GISDK, C++, Github )
Experience with ArcGIS, TransCAD , VISSIM, AIMSUN, Tableau, RStudio
Knowledge of Census data (ACS/ CTPP)
Familiar with NEPA, SEQRA, CEQR
Familiar with land use models, air quality models (ex. EPA MOVES3), toll optimization, dynamic traffic assignment, freight modeling, and other peripheral ancillary models
Familiar with New York Best Practice Model (NYBPM) - a regional travel demand model
Demonstrated ability to evaluate ridership impacts and understanding of travel behavior
Ability to travel to various facilities as needed
