City of New York Data Analyst for the Division of Property Management & Client Services in New York, New York

HPD is entrusted with fulfilling these objectives through the goals and strategies of Housing Our Neighbors: A Blueprint for Housing and Homelessness, Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.


Your Team:

HPD’s Division of Property Management and Client Services (PMCS) consists of four work units and manages two major functions: 1) property services and management of city-owned properties in HPD’s jurisdiction, and 2) the city’s emergency relocation assistance program.

Your Impact:

The Division seeks a Data Analyst to provide data management and support, routine and ad hoc reporting, and liaison with HPD Tech on existing technologies that support the Divisions as well as new technologies and initiatives. The Data Analyst will manage and maintain data integrity across multiple applications used in the various units in PMCS. They will also provide routine reports for required mandated shelter censuses, compliance with Federal, State and City funding, monthly invoicing and billing reports, and data requests from superiors at HPD or City Hall. The Data Analyst will review, develop, and make recommendations on the Division’s policy and goals for data maintenance and technology initiatives.

Your Role:

The role involves providing technical support to PMCS staff for Microsoft Office software and new technologies, as well as assisting vendors and partners with data and technology processes. Responsibilities also include maintaining Access databases, writing SQL queries for reports, updating spreadsheets and trackers, and managing files. Additionally, the position entails conducting complex research for future technology initiatives, participating in technology solution analysis, and making recommendations for system upgrades.

Your Responsibilities:

The Data Analyst is responsible for timely and accurate submission of routine reports under deadlines. They track, update, and distribute reports including but not limited to facility census, budget utilization and invoice management reports, and reports required for local laws, monthly invoicing, and funding compliance.

The following scope and principal functions of the position include:

  • Provide technical support for PMCS staff in using Microsoft Office software for data entry or internal tracking and reporting.

  • Provide technical support for PMCS staff in any new technologies initiated by the Division.

  • Provide technical assistance to vendors and other third-party partners in data and technology processes for PMCS.

  • Maintain and update Access databases for Emergency Housing Services and Property Management.

  • Knowledge of SQL to write queries for routine and ad hoc reports.

  • Maintain and update various spreadsheets and other PMCS trackers for either data or work processes.

  • Manage digital, paper, and archive files including storage and retrieval.

  • Develop research methods and interests; carry out highly complex research projects for future technology initiatives.

  • Participate in the analysis of technology solutions within the Division.

  • Make recommendations for new and existing system upgrades and enhancements.

  • Perform all other relevant and assigned tasks.

Qualifications:

  • Must be proficient in Microsoft Office Suite software, including but not limited to pivot tables, V-Lookup and other Excel formulas, SQL query building in Access and other advanced functions in the MS Office Suite software.

  • Strong understanding of housing issues

  • Excellent project management and organization skills

  • Excellent communication and interpersonal skills

  • Proficiency in data analysis

  • Knowlege of city government operations and relevant policies

Qualifications

  1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or

  2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or

  3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
