City of New York Lead Resident Engineer in New York, New York

Job Description

*This vacancy is only open to 1) current permanent city employees serving in the Associate Project Manager civil service title or 2) on leave from the title or 3) permanent city employees in or on leave from a comparable title.

NYC Parks manages over 30,000 acres, 14% of the city’s land, encompassing more than 5,000 individual properties. Our diverse set of assets includes recreational facilities, nature centers, historic buildings and structures, golf courses, athletic fields, playgrounds, tennis courts, public pools, retaining walls and nearly 14 miles of beaches.

Major Responsibilities

  • Under general direction of the Chief of Construction, perform construction management work on several complex projects which are of the highest priority for the Capital Projects Division.

  • Manage the implementation of one or more capital projects through the scope, design and construction phases.

  • Perform supervisory work over a large group of capital project management employees.

  • Oversee the consultant selection and contracting process and manage these contracts.

  • Supervise subordinate staff.

  • Manage consultant firm’s Resident Engineers and other staff assigned to the project.

  • Determine and coordinate activities required between persons, agencies and departments responsible for project completions.

  • When instructed by the Chief of Construction, conduct constructability reviews during the design phase and establish project durations for various projects.

  • Maintain a management information system to provide data for complex projects.

  • Review all schedules, reports and correspondence prepared by consultants, contractors and agencies to ensure conformance with project completion dates.

  • Check work performance and prepare management reports that stress significant problems.

  • Provide project updates to stakeholders, by issuing progress reports on a regular basis and/or conducting meetings as deemed necessary.

  • Resolve problems that may impact project schedules and costs.

  • Review and approve change orders on complex construction projects.

  • Ensure contractors adhere to plans and specifications.

  • Review and approve vendor (consultant and contractor) payment requisitions.

  • Monitor conformance with various contract administrative requirements (e.g., Minority and Women-owned Business Enterprise goals and Project Labor Agreements.)

  • Work with Architects or Engineers of record regarding change orders, shop drawing approvals and other architectural and engineering related issues on complex construction projects.

  • Review contractors’ dispute claims and recommend solutions to the Chief of Construction and the Parks’ Legal Unit.

Qualifications

One year of full-time satisfactory experience in supervising employees performing project management work, such as planning, administering, managing, coordinating, or expediting, on engineering and/or architectural and/or landscape architectural projects, or supervising a construction project with a value of $1,000,000 or more, and either:

  1. A baccalaureate degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration, and one year of full-time satisfactory experience in project management work, such as planning, administering, managing, coordinating, or expediting, for engineering and/or architectural and/or landscape architectural projects; or

  2. A four-year high school diploma or its educational equivalent and five years of experience as described in "1" above; or

  3. A four-year high school diploma or its educational equivalent plus any combination of college or university education and/or experience described in "1" above to make up the equivalent of five years of education and experience. One year of experience credit will be given for: (a) each 30 semester credits of college or university education leading to a bachelor's degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration; (b) a Master’s degree from an accredited college or university in one of the disciplines described in "1" above; (c) a Juris Doctor degree, or (d) a valid New York State license as a Professional Engineer, Registered Architect or Registered Landscape Architect. Where experience which is primarily of a design nature is not acceptable towards meeting the qualification requirements.

In addition to meeting the qualification requirements for Assignment Level I, candidates must have at least one additional year of experience as described in "1" above in a supervisory capacity or have served for at least one year as a project manager for a large and/or complex construction project.
