Overview

The (Shift) Manager directs the Substation Operations and Maintenance Supervisors and is also responsible for directing the Human and Material resources of the department in a safe, environmentally sound and efficient manner in response to normal and emergency conditions associated with the operation and maintenance of all Substation Operations Equipment and Systems.

Responsibilities

Core Responsibilities
  • Ensures implementation of Company safety, health and environmental programs for employees whose work is directed by the Control Center. Ensures that safe work practices are followed and the environment is fully protected in accordance with Company policies and governmental regulations.
  • Responsible for monitoring and evaluating substation equipment operating status, i.e., circuit breakers, feeders, transformers off the system. Prepare contingency plans to restore outaged equipment based on system conditions in coordination with System Operations. Prepare and present various written and verbal reports to upper management concerning substation equipment status.
  • Coordinates with Department Area Managers, Area Planners, Transmission Operations Managers, and System Operations Staff to ensure that necessary field forces and resources are mobilized to support planned and emergency equipment outages.
  • Ensures that major equipment maintenance/construction outage schedules are maintained and updated.
  • Responsible for preparing Dielectric System Valving Orders and Tests to implement scheduled and emergency dielectric fluid system work in all pressuring plants, cooling plants, and PURS. Implement directives issued by the High Pressure Dielectric Fluid Leak Committee to locate and repair dielectric system defects.
  • Acts as liaison between Substation Operations, Transmission Operations, Engineering, System Operations, and Electric Operations and outside utilities in matters relative to the High Pressure Dielectric Fluid Systems associated with transmission feeders.
  • Plans for and directs Area management response to distribution feeder contingencies. Ensure necessary labor and support equipment is available to minimize distribution feeder outages.
  • Assist in developing and implementing annual operations drills with Area Management to ensure readiness is optimized.
  • Ensures all emergency notifications are made to Department Management and Incident Reports are prepared by Operations Supervisors involving emergency outages.
  • Supervises periodic support system tests and checks, i.e., radio communication systems checks, relay protection system checks, alarm panel checks, vehicle status reports. Prepares discrepancy reports and follows up on repairs.
  • Fills in for the Control Center Manager as required.
  • Initiates arrangements for outside contractor services for emergency support activities, procurement of goods or services.
  • Monitor Computerized High Pressure Dielectric Fluid System surveillance systems, review fluid operating data and charts and initiate necessary field response to irregularities.
  • Evaluates and establishes priorities with regards to scheduled and emergency operating and maintenance issues in conjunction with System Operations and Electric Operations Departments. Performs functions in a manner that minimizes delays in the restoration of transmission and distribution equipment.
  • Initiates the request for and/or mobilizes outside department response to the needs of Substation Operations.
  • Ensures that appropriate notifications for equipment failures, injuries and other significant events are sent in a timely manner.
  • Directs the activities of Operations and Maintenance Supervisors to respond to the normal operating and maintenance needs of the department and to respond in an expeditious manner to all feeder contingencies and equipment emergencies.
  • Directs field force to comply with all departmental and corporate procedures.
  • Conducts various surveys and tests to ensure Substation Operations compliance, and associated equipment and systems are in a state of readiness.
  • Directs Transmission Operations personnel in response to high/low transmission feeder pressure alarms and other problems.
  • Directs and manages all Substation Operations Control Center activities
  • Responds to monitored or reported alarms and any abnormal activity on the High Pressure Dielectric Fluid System. Monitors all Control Center Dielectric Fluid Leak Detection Systems.
  • Reviews Pumphouse Charts, analyzes Tank Level Discrepancies and takes any necessary corrective action.
  • Directs Transmission Operations to respond to water main breaks, street collapses and other infrastructure failures to evaluate the effect of such activities on the integrity of any Dielectric Pipe Type Feeder in the vicinity.
  • As the Operating Authority for the High Pressure Dielectric Fluid System, Directs all valving operations, the application and removal of protection and issuance of test and work permits on the Dielectric System. Issues Dielectric System Order to Substation Operators and Transmission Operations Supervisors to operate, maintain and test the High Pressure Dielectric Fluid System.
  • As assigned - training and performance monitoring of Managers in training under the on-the-job training program in the Substations Operations Center. Monitor and evaluate individual performance and make recommendations for full qualification for each operational desk. each operational desk.
  • Perform other related tasks and assignments as required.

Qualifications

Required Education/Experience
  • Bachelor's Degree and 5 years' or more work experience in operations, maintenance or construction of Transmission and Distribution System Equipment and a strong working knowledge of the High Pressure Dielectric Fluid System or equivalent experience. or
  • Associate's Degree and 6 years' or more work experience in operations, maintenance or construction of Transmission and Distribution System Equipment and a strong working knowledge of the High Pressure Dielectric Fluid System or equivalent experience. or
  • High School Diploma/GED and 7 years' or more work experience in operations, maintenance or construction of Transmission and Distribution System Equipment and a strong working knowledge of the High Pressure Dielectric Fluid System or equivalent experience.
Preferred Education/Experience
  • Bachelor's Degree in Mechanical or Electrical Engineering is preferred. and 3 or more years' experience as a shift supervisor preferred
Relevant Work Experience
  • 5-7 years work experience in operations, maintenance or construction of Transmission and Distribution System Equipment and a strong working knowledge of the High Pressure Dielectric Fluid System or equivalent experience. Required
  • Familiarity/knowledge of Transmission and Distribution electrical systems, i.e. - transformers, high voltage circuit breakers, control systems and basic relay protection is required. Candidates must possess a clear understanding of the High Pressure Dielectric Fluid System. Required
  • Must be competent in the use of Excel, Word and other Windows based programs and be able to write detailed reports. Required
  • Proven leadership and management skills to motivate colleagues and subordinates to effectively respond to Substation system needs. Must have excellent verbal and written communication skills. Required
  • Knowledge of Safety and Environmental procedures and practices needed to meet Company and Regulatory Requirements. Required

Additional Physical Demands
  • Must be able to respond to Company emergencies by performing a System Emergency Assignment to restore service to our customers.
  • Must be able and willing to travel within Company service territory, as needed.
