Voyatek is seeking applicants to occupy the position of Level 2 Specialist (Scrum Master) to join our NYS Integrated Eligibility System Team located in New York, NY. This role is On Site, (with some remote work after a few months) and is a long term contract, 29 months. The mission of the Integrated Eligibility System (IES) is to enhance the well-being of New Yorkers by transforming health and human service delivery through coordinated business practices, modernized technology, and strategic partnerships. IES will provide eligibility, enrollment, case management, and payment functionality for Health and Human Service programs currently served by the Welfare Management System, Benefits Issuance Control System and other State systems. IES will build on the successful opening of the New York State of Health (NYSoH) by leveraging assets created for the health benefit exchange to modernize the eligibility system for health and human service programs.

Key Responsibilities:

The Scrum Master will be responsible for guiding and coaching the development team in agile practices, removing impediments, and ensuring that the team delivers high-quality products in a timely manner. This role is key to fostering a culture of continuous improvement and collaboration within the team.

  • Facilitate Scrum Ceremonies: Lead all Scrum ceremonies, including daily stand-ups, sprint planning, sprint reviews, and retrospectives, ensuring that they are effective and focused.
  • Team Coaching: Coach and mentor the development team on agile principles and practices, helping them to become self-organized and high-performing.

  • Impediment Removal: Proactively identify and remove obstacles that could hinder the team's progress, ensuring that the team can work efficiently.

  • Stakeholder Collaboration: Work closely with the Product Owner and stakeholders to ensure that the team's work aligns with the product vision and business goals.

  • Continuous Improvement: Foster a culture of continuous improvement by encouraging the team to reflect on their processes and implement changes that enhance productivity and quality.

  • Performance Metrics: Track and report on team performance metrics, using data to identify areas for improvement and celebrate successes.

  • Agile Advocacy: Act as an advocate for agile methodologies within the organization, promoting their benefits and best practices.

Mandatory Qualifications:
  • Level II- Between four (4) and seven (7) years of experience as a Specialist
  • Five or more years of experience as a Scrum Master and leading agile teams.


  • Desirable Qualifications:
  • Five or more years of experience in agile methodologies preferably Scrum framework.
  • Five or more years working experience with agile project management tools such as Jira, Trello, or similar.
  • Five or more years working experience with cross-functional teams and stakeholders.
  • Scrum Master certification (CSM, PSM).
  • Bachelor's degree in Business, computer science, engineering or a related field.


  • The wage range for this role takes into account the wide range of factors that are considered in making compensation decisions. This includes, but is not limited to, skill sets, experience and training, licensure and certifications, and geographic location. At Voyatek, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A range for this position would be $85.00-$95.00 per hour.
