City of New York Program Analytics & Reporting Lead in New York, New York

Job Description

The Bureau of Mental Health’s (BMH) mission is to improve mental health and wellness for people in New York City, and to eliminate racial and other long-standing societal disparities by providing services, resources, and opportunities to New Yorkers that are grounded in accurate, data-driven information that fosters community participation, thus reducing the stigma around mental health. This includes procuring and monitoring more than 400 contracted programs that provide mental health treatment, psychiatric rehabilitation, supportive housing, care coordination and advocacy services, and operating court-mandated Assisted Outpatient Treatment (AOT), Single Point of Access (SPOA) for mobile treatment and care coordination, and the NYC Supportive Treatment and Recovery Team (NYCSTART) for people with first episode psychosis.

Duties will include but not limited

  • Lead programmatic data activities including the development of data collection systems, reporting, ad hoc data analysis, and report writing.

  • Work with program staff to identify business needs and translate these needs into quantifiable data requirements for data collection/management systems.

  • Lead the management of data in our Mental Health Maven Data System. Monitor data quality and initiate QI projects to improve programmatic data. Develop Maven reports and workflows to meet program needs.

  • Lead the processing, cleaning, and preparation of data for analysis.

  • Maintain technical written documentation such as data reports, data dictionaries, data access rules, methods, and business rules.

  • Work closely with program leadership and staff to develop process and outcome indicators to track program performance and inform program operations. Offer ongoing recommendations for data-driven tracking and refinement of program metrics.

  • Lead the design and execution of data analysis projects to inform program oversight. Using SQL, SAS, or R, clean and analyze program data from multiple sources and generate tables, figures, and reports.

  • Prepare reports and presentations of program performance data; Clearly communicate (oral and written) results of analyses to program staff/leadership and other non-technical audiences.

  • Respond quickly and accurately to ad hoc data requests from internal (e.g. Directors, Assistant Commissioner) and external stakeholders (e.g. City Hall, public hearings).

  • Incorporate an equity lens in all aspects of work.

  • Supervise and mentor other research staff.

  • Manage multiple projects and collaborate with interdisciplinary teams.

Preferred Skills:

  • The successful candidate will have 3+ years full time experience processing, cleaning, manipulating, and analyzing large program or administrative datasets using statistical software such as SAS, SQL, or R.

  • Experience supervising a team of data analysts preferred.

  • Experience working with relational databases preferred.

  • Experience with Tableau or similar data visualization tools preferred.

  • Possess project management skills as well as an ability to easily adapt to multiple programmatic and/or functional areas.

  • Highly motivated, creative, flexible, able to work independently and collaboratively, able to handle multiple and diverse work assignments.

  • Self-starter with ability to follow-up effectively and manage multiple priorities.

  • The candidate will have excellent written and oral communication skills, and experience with scientific writing.

  • Competency in the use of Microsoft Word, Excel, and PowerPoint is needed.

  • Prior experience in Mental Health and substance use program analytics and evaluation a plus.

Qualifications

  1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

To be appointed to Assignment Level II and above, candidates must have:

  1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or

  2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or

  3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.
