Division/Program Summary Description:

The Division of Family and Child Health (DFCH) of the New York City Department of Health and Mental Hygiene is charged with the creation and oversight of programs, policies, services, and environments that support physical and socio-emotional health, and promote primary and reproductive health services, health equity, social justice, safety and well-being for New York City families and children.

The Division is comprised of the Bureau of Maternal Infant and Reproductive Health, the Bureau of Early Intervention, the Office of School Health, and the Bureau of Administration. Position Summary:

Job Duties and Responsibilities:

  • Conduct assigned research, racial equity assessments and evaluation of specific maternal, infant, reproductive health outcomes, including the performance of literature reviews, survey design and implementation, and data analysis as follows:

o Develop evaluations surveys for trainings and use information to determine future project components.

o Provide feedback to hospitals and vendors hired on survey responses.

o Work on special projects with guidance `from the Director.

o Work with MHQIN Team leads and other staff to obtain information for the Maternity Health Quality Improvement Network (MHQIN) Tracker and other Mayoral/external and internal reports /monthly.

  • Provide MHQIN programmatic/project coordinator assistance, including developing and maintaining workplans and other documents, managing and coordinating, evaluation reviewing milestones, and ensuring efficient progress and implementation through consistent monitoring of progress initiatives and commitments.

  • Assist MHQIN senior staff in project management responsibilities, including adhering to internal and external timelines: ensuring the completion of high-quality deliverables.

  • Work closely with MHQIN Team and other Senior Leadership to track progress of implementing MRCC recommendations in MHQIN Program activities. Take notes during meeting, sending out meeting notes and assignments, keeping track of workplans/progress of activities.

  • Assist with tracking budget activities, by reviewing purchase requests/procurements to see if funding is available. Coordinate procurement requests for the unit. Coordinate with staff to develop scopes of work for contracts and assist with monitoring contract deliverables. Work with vendors to submit invoices in a timely manner.

  • Assist with coordinating Director’s calendar and scheduling meetings with internal/external partners. Participate in weekly MHQIN Equity meetings, MHQIN Team meetings/Strategic planning meetings and follow up work.

Qualifications

  1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

To be appointed to Assignment Level II and above, candidates must have:

  1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or

  2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or

  3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Probationary Period

Appointments to this position are subject to a minimum probationary period of one year.
