Overview
The Division of Institutional Planning & Operations (IP&O) employs a workforce of approximately 2,700 staff, represented by 15 collective negotiations agreements, and is responsible for institutional strategic initiatives and operations, which encompasses an expansive range of comprehensive service and business operations across the State of New Jersey. These include planning and construction, facilities, public safety and emergency operations, environmental health and safety, transportation, housing, and auxiliary/retail operations.
Posting Summary
Rutgers, The State University of New Jersey, is seeking a Chief Operating Engineer, Rutgers Newark Central Heating Plant for the Division of Institutional Planning & Operations (IP&O). Reporting to the Associate Director of Plants serves as the department's Chief Operating Engineer for the Newark Central Heating Plant and registered pressure vessel's, relating to the planning, design, and operation of all University utility equipment and distribution of same.Among the key duties of this position are the following:
  • Oversees the delivery of all utility operations services -24-7 (Central Heat Plant), which includes heating, cooling, ventilation, electricity, water, sewer gas, air quality and distilled water.
  • Responsible to keep the campus equipment in compliance with the DEP air permit requirements.
  • Assumes managerial responsibility in all decision making, procedures, planning and policy subsets as they impact on projects.
  • Coordinates and manages mechanical and technical projects from inception to final completion.
  • Leads a project team consisting of users, design architect/engineers (in-house or consultant) and contract vendors through all phases of a project, interfacing with various other university service providers in order to deliver a complete and comprehensive project on time and within budget. Individual projects may range in value from $10,000 to over $500,000 each.

Qualifications

Minimum Education and Experience
  • Bachelor's degree in engineering or related field, or an equivalent combination of education and/or experience.
  • A minimum of five (5) years' experience in the operation, maintenance of a central heating plant, high-pressure steam boilers, high temperature hot water generators, centrifugal refrigeration, electrical switchgear, auxiliary equipment, industrial experience in building systems, electrical and mechanical operations, and repair.
Certifications/Licenses
  • Requires New Jersey Class B UST System Operator.
  • Must have a New Jersey Gold Seal operating engineering license.
  • A New Jersey Red Seal operating engineer license can qualify for this position for a one year time frame to obtain a Gold Seal license.
Required Knowledge, Skills, and Abilities
  • Supervisory experience and strong interpersonal and organizational skills.
  • Familiarity with computerized maintenance management systems, knowledge of building codes, and the ability to troubleshoot mechanical, electrical, and building systems are necessary.
  • Excellent communications and computer skills.
  • Experience in maintenance asset management.
Preferred Qualifications
  • Knowledge of Honeywell Building Energy Management Systems preferred. New Jersey Gold Seal Refrigeration license preferred.
  • Prefers 10 years' experience in the operation, maintenance of a central heating plant, high-pressure steam boilers, high temperature hot water generators, centrifugal refrigeration, electrical switchgear, auxiliary equipment, industrial experience in building systems, electrical and mechanical operations, and repair.
Equipment Utilized
  • Experience in Windows, Internet and e-mail. Knowledge of University Purchasing system a plus.
