Job Description

Turner & Townsend are engaged to support our clients with many complex projects, responsible for all aspects of program, project, and cost management throughout the New York City Tri-State area as well around the world. As such, we are seeking an experienced Contract and Change Manager

To join our New York City regional team. In this role, you will act as the day-to-day interface with our infrastructure/ transportation client and be responsible for projects of multiple sizes and scales, driving them from inception through turnover. The role requires in office working 3 days a week in Newark, NJ.

The ideal candidate is a Senior Contract and Change Manager with a minimum of 15 years of experience in contract and change management working in the infrastructure industry. The candidate should also be a motivated self-starter with a positive attitude, high level of personal integrity, and who thrives in a collaborative team environment.

Responsibilities

  • Execute post award contract management aligned with contractual requirements and industry best practices

  • Develop a claim-governance, validation and management process, with clearly defined roles and responsibilities, to review, challenge and approve claims, complete with a decision-making and governance framework to respond to each claim.

  • Implement robust processes and controls

  • Maintain consistent communication among stakeholders

  • Support the project team in analyzing and preparing responses to contractor correspondence.

  • Develop program improvement initiatives and asks.

  • Attend owner, contractor meetings where needed, taking the meeting notes and managing the follow-up action items.

  • Support management of contractor non-conformance reports (NCR) in accordance with the established NCR process

  • Take prompt action in the event of non-compliance, risks, or other contractual issues.

  • Establish the appropriate framework for the review, and evaluation of changes

  • Manage the maintenance of contract change logs, issues and disputes management register, disputes and claims mitigation plans

  • Route change orders for approval per process and signing authority guidelines

  • Review relevant sections of the contract and summarize obligations and key mechanisms on an ongoing basis.

  • Complete initial evaluation of claims with relevant stakeholders including schedule, cost, legal, finance and other members required to support the process.

  • Develop claim response strategies on an ongoing basis.

  • Work with internal management team to resolve day-to-day issues and expedite resolution

  • Establish and oversee project close out documentation and processes through to completion.

  • Assist with the resolution of outstanding change orders, quality issues and disputes.

Qualifications

  • Experienced in or a keen interest of working in multiple contract environments and under a range of procurement/contract delivery routes.

  • Minimum Bachelor's Degree or equivalent in a related course of studies.

  • Confident, independent, and able to work autonomously without need for supervision.

  • Ability to support a team and give direction in the performance of the advisory services; and

  • Excellent written and oral communication skills, strong presentation skills, adaptable and with a determination to succeed.

Experience

  • The ideal candidate is a Senior Contract and Change Manager with a minimum of 15 years of experience in contract and change management working in the infrastructure industry.

  • Working knowledge and experience of various forms of national and international forms of contracts for the delivery of construction projects.

  • Experience of working in a multi-contract environment.

  • Experience in the development and procurement of GMP’s/Lump Sum or similar project-financed projects is desirable.

  • Supporting contract development and administration experience across a variety of sectors including data centers, retrofits, and/or real estate; client-side.

  • Experience in developing and implementing contracting strategies, including risk identification, quantification, and allocation.

  • Experience in contract development, supporting drafting of bespoke contract schedules and clauses and reviewing contract documents prepared by others.

  • Working knowledge of contract pricing mechanisms within the standard forms.

  • Managing inputs from other professional team members, including technical, legal, and commercial/financial.

  • Proven ability to liaise with and coordinate multiple stakeholders to develop robust contract documents.
