Roles and Responsibilities:

Main Functions:

  • Directs the contractually obligated planning and schedule making process for a service area, maximizing the quality, efficiency, and effectiveness of the service provided within the constraints of the operating budget and the union contract.

  • Directs implementation of bus service planning projects and service changes in a service area, including preparation of customer information materials, public timetables, route maps,, and bus stop data needed to support automated programs (including ATIS, HASTUS, BSI/BSL, Clever Devices bus stop annunciation, web site updates, etc.), and internal documents (including route descriptions, bus operating statistics, and transportation bulletins, etc.).

  • Develops policy and direction for bus services and associated issues concerning the public and the communities in the service area; participates in meetings and forums with elected officials, the general public, and area constituents. Provides direction on bus service impacts for major investment studies and implementation efforts; participates in the RFP process and operator selection for contracted bus services.

  • Directs the activities of a service area teams’ professional staff, including development of training programs, goal and agenda setting, and organizational design. Serves as mentor and resource for assigned staff.

  • Coordinates with Manager, Bus Stops & Shelters to identify bus stop locations along bus routes and integrates stops into other data systems and the overall route structure. Ensures that bus shelters and passenger information displays are provided at appropriate locations throughout the service area; ensures that community and passenger needs are met within the context of available resources.

  • Acts as a resource to other NJ TRANSIT departments or outside agencies, offering expertise or advice on bus service and operations. Provides timely responses to customer complaints and inquiries as they arise.

Education, Experience, and Qualifications:

  • Bachelor's degree.

  • Eight (8) or more years of transportation planning experience with demonstrated relevant experience in bus service planning, service development, and bus scheduling, to include five (5) or more years of supervisory experience.

Knowledge and Skills:

  • Knowledge of HASTUS scheduling software desired

  • Strong knowledge of the ATU Collective Bargaining Agreement preferred.

  • Strong communication in writing and verbal.

  • Must be proficient using Microsoft Office.
