Job Description:

Parsons is looking for an amazingly talented Environmental Manager (Technical) to join our team! In this role, you'll have the privilege of working on the premier Infrastructure project in the Country, as well as receive all of the benefits of working for Parsons! This Program is the most Urgent infrastructure program in the country - a comprehensive set of rail investments that will improve commuter and intercity services, add needed resiliency and, in its later stages, create new capacity between Newark NJ and NYC.

Program background

The Gateway Program is the most urgent infrastructure program in the country – a comprehensive set of rail investments that will improve commuter and intercity services, add needed resiliency and, in its later stages, create new capacity between Newark, New Jersey and New York City, the busiest section of the Northeast Corridor (NEC). The first phase of the Gateway Program includes the Hudson Tunnel Project (HTP), which includes the construction of a new two-track tunnel under the Hudson River connecting to Penn Station New York as well as the full rehabilitation of the existing 110-year-old North River Tunnel. The Gateway Development Commission (GDC), established through bi-state legislation, is responsible for the financing and development of the Hudson Tunnel Project.

As a tri-venture partner with Parsons, Arcadis, and Mace (MPA) is the Delivery Partners (DP)to provide advice, leadership, and support to GDC for the development and implementation of HTP. This is a master service with task order contracts for a 15-year contract encompassing a broad range of strategic advisory services, project management, design management, construction management, stakeholder coordination, federal compliance, operations support, office administration, and related services.

What You'll Be Doing:

  • Leads the activities for all Environmental Management and Geotechnical requirements for the site. Responsible for managing environmental compliance activities at the Site for remediation, construction and care and maintenance activities on Site.

  • Direct remedial investigation/feasibility studies and projects in the area.

  • Provide environmental services to Rail and Transit mega-project leaders.

  • Work constructively to ensure a collaborative and cooperative team approach with knowledgeable and timely input and contribution. Supports the objectives and responsibilities of all other management and leadership staff.

  • Manages environmental staff to implement and carry out work that helps the project and organization achieve its desired outcomes by providing Basic supervision; Technical direction; Motivation; Career progression; Performance feedback.

  • Provides training, oversight and guidance to the subcontractors and visitors with respect to Environmental requirements and compliance.

  • Determining, planning for and prioritizing the Work of the Environmental Team.

  • Ensuring that the necessary resources are identified, made available and brought to bear in a timely manner;

  • Managing within the work within budget so as to ensure maximum value for expenditures;

  • Collaborate with project leaders to develop strategy for environmental plans.

What Required Skills You'll Bring:

  • Bachelor’s degree or higher in an environmental discipline.

  • 10-15+ years’ cumulative demonstrated work experience in managing a team responsible for environmental management and compliance on construction mega-projects (preferably Rail and Transit projects).

  • Experience leading a team, working with stakeholders and owners.

  • Expertise with budget and resource management, risk management, quality assurance, reporting, and continuous improvement.

  • Knowledge of environmental legal requirements, including legislation related to archaeology, air quality, noise and vibration, surface and groundwater, contaminated land, waste, ecology, and built heritage.

  • Technical knowledge of the construction process and its environmental implications.

What Desired Skills You'll Bring:

  • Master's Degree - Environmental Engineering.

  • OSHA Materials Certifications.

  • Experience on large Tunnel/Rail and Transit projects.

Salary Range:

$117,000.00 - $210,600.00
