Roles & Responsibilities:

  • Leads the creation, rollout, and continuous improvement of eLearning programs for NJ TRANSIT, encompassing mandatory and optional training to meet compliance, department-specific needs, and broader organizational goals. Utilizes tools like Articulate 360 for direct development and oversees a team of content designers and developers.

  • Analyzes program outcomes, aggregates data, and synthesizes findings to report to the Director of Learning Strategies. Utilizes metrics and feedback to drive enhancements in eLearning effectiveness and alignment with business objectives.

  • Partners with internal departments, aligning eLearning and training initiatives with business goals, customer requirements, and identified skills gaps. Sources and secures the necessary training materials, ensuring seamless integration of in-house and external learning resources.

  • Acts as the primary coordinator for eLearning content projects, liaising with IT, Procurement, and HR departments to address challenges and align objectives. Manages vendor partnerships to ensure content and services meet NJ TRANSIT's learning philosophy and stakeholder needs, ensuring effective communication and progress reporting.

  • Partner with LMS Program Manager to manage NJ TRANSIT’s LMS, including course assignments, tracking, and comprehensive reporting on training activities. Supervises and provides end-user support and serves as a point of contact for eLearning and training-related inquiries across the organization.

  • Facilitates stakeholder meetings to report on eLearning project progress, discuss deliverable timelines, and address potential risks. Advises on LMS and e-learning best practices, serving as a subject matter expert to ensure the adoption of innovative and effective digital learning strategies.

  • Oversees the execution and implementation of eLearning content solutions, monitoring status, milestones, risks, and quality indicators to evaluate the success and return on investment of educational initiatives.

  • Additional duties as assigned by Director Employee Learning Strategy

Education, Experience & Qualifications:

  • Bachelor’s degree (master’s preferred) in Education, Educational Technology, Instructional Design, or a closely related field.

  • One year of closely related experience can be substituted for each year of education required.

  • A minimum of four years of hands-on experience in the end-to-end process of designing, implementing, evaluating, and managing eLearning curricula is essential.

  • Proven expertise in developing eLearning content using Articulate 360 and integrating vendor-sourced educational programs. Demonstrable experience in leading cross-functional project teams, with a strong understanding of Agile project management methodologies preferred.

Knowledge & Skills:

  • Proficient in LMS (e.g., NJ TRANSIT's LMS, Docebo) and content creation tools (like Articulate 360), with a solid understanding of eLearning standards (SCORM, xAPI).

  • Strong project management capabilities, from initiation to closure, with a preference for Agile methodologies, adaptable to other effective frameworks.

  • Expert in instructional design principles, capable of crafting compelling eLearning content, leveraging modern design tools and strategies.

  • Adept at analyzing eLearning metrics to inform strategic decisions, enhancing program effectiveness and learner engagement.

  • Exceptional at managing both internal (across departments) and external (vendors) relationships to align eLearning initiatives with organizational and stakeholder objectives.

  • Outstanding verbal and written communication skills, essential for leading meetings, achieving stakeholder consensus, and fostering teamwork.

  • Skilled in identifying and mitigating risks, and resolving issues to ensure smooth eLearning program execution.

  • Ensures eLearning programs comply with relevant standards and support NJ TRANSIT's educational and organizational aims.

  • Demonstrates deep knowledge of digital education trends and LMS best practices, committed to ongoing professional development.

  • Proven leadership in guiding the instructional design and content development teams toward excellence, fostering innovation, and collaborative success.

  • Manages vendor relations effectively, ensuring content quality and compliance meet NJ TRANSIT’s high standards.

Physical Demands:

  • Ability to sit and stand for prolonged periods of time.

Certificates, Licenses, Registrations:

  • Certificates in Education / eLearning / LMS Operations or Adult Education Credentials are desirable but not required.
