Job Description:

Roles and Responsibilities:

  • Manages the creation, maintenance, and monitoring of the agency’s Sustainability Plan, including the supervision of internal and contracted resources to generate projects, initiatives, and Sustainability Plan documentation.

  • Manages the research and planning activities to identify key areas of focus to improve the agency’s ability to implement new sustainable initiatives and policies.

  • Manages the creation and implementation of planning studies and assessments to evaluate opportunities for sustainable energy infrastructure, green infrastructure, resource efficient facilities, sustainable initiatives, and other investments to be included in the agency’s Capital Plan,

  • Ensures sustainable initiatives and policies are reflected and harmonized between agency’s policy documents including the Strategic Plan, Sustainability Plan, and Capital Plan

  • Serves as the agency’s primary point of contact for interagency initiatives, and activities related to sustainability,

  • Coordinates with capital and operating divisions to maintain strong collaborative relationships,

  • Serves as a technical expert in the fields of sustainability and energy in supporting project planning, development, and delivery,

  • Performs calculations and analysis to determine project and initiative impacts including energy and emissions impacts, reductions in resource consumption, and other systemwide impacts,

  • Maintains the agency’s database of sustainability metrics including transportation emissions, resource and consumption trends, and system energy needs for monitoring the agency’s progress on major sustainability goals.

  • Prepares technical documentation for projects for funding opportunities including performing emission reduction calculations, evaluating mode shift impacts, analyzing renewable energy potential, and developing business cases for major projects and programs and grant opportunities.

  • Researches, accumulates, and institutionalizes NJ TRANSIT design and planning practices based on global best practices in sustainable practices, green infrastructure, sustainable energy infrastructure, and other sustainability related fields.

  • Prepares the scope of work, task descriptions, budgets, and schedules for major project development studies of strategic importance,

  • Administers budget, schedule, and preparation of required reports on assigned projects.

    This position supervises:

  • Sustainable Program Coordinator

  • Sustainable Energy Analyst

    Education, Experience, and Qualifications:

  • Bachelor’s degree in engineering or science, or a relatable field to energy and sustainability,

  • A master’s degree in a technical field (engineering, energy policy, sustainability) may substitute for the requirement of an engineering or science-based bachelor’s degree.

  • Five (5) years’ experience in any of the following: Engineering, science, or infrastructure planning.

  • Experience will need to demonstrate a relation to sustainability, energy infrastructure, quantitative analysis, or transit infrastructure.

  • A master’s degree in environmental science, planning, engineering, or public policy can substitute for two (2) years of experience.

    Knowledge and Skills:

  • Knowledge in practicing energy and emissions calculations and analyzing sustainability metrics is required,

  • Knowledge of environmental policies and regulations, sustainability practices, sustainable energy systems is required,

  • Strong mathematics and analytics background is required,

  • Technical writing skills preferred,

  • Knowledge of transportation planning and urban planning practices is desirable,

  • Knowledge of contracting principles, scope of work generation, project schedule and budget management is desirable.
