Bright Horizons Government Program Compliance Manager in Newton, Massachusetts

We're hiring a Government Program Compliance Manager!

The Government Program Compliance Manager will have responsibilities that span the full grant/subsidy lifecycle, which include programmatic and fiscal responsibilities. The Government Program Compliance Manager will be relied on to provide feedback and reporting on the execution of grants/subsidy to senior leadership and to develop and execute the strategies required to meet all federal/state/local agency expectations related to grant and subsidy programs. This includes reporting, monitoring and auditing requests. This position will proactively research, identify, apply for and report on all grant/subsidy opportunities that meet Bright Horizons expectations and state/local agency requirements. Additionally, this role will administratively manage Bright Horizons internal systems and controls established for grant management and subsidy management, and will foster and maintain a positive and constructive working relationship with operations leaders, client relations and client services partners, state agencies, local agencies, and other internal support teams such as payroll and accounting.

What you will be doing in this role:

  • Grant/subsidy Administration and Research

  • Identify and vet federal, state, and local grant and subsidy opportunities; summarize findings; present recommendations to project leaders; develop and execute strategy and provide follow-up and support to the field and internal partners following BH and state/local requirements

  • Maintain BH internal system of record – W-Desk/Workiva – for managing award applications, notifications, grants and reporting.

  • Serve as primary monitor of shared inbox for all grant/subsidy related communication.

  • Collaborate on the preparation of internal reporting and provide guidance to operations leaders to complete internal reporting to Client Relations, Executive Leadership, FP&A.

  • Conduct proactive grant/subsidy research and present findings and recommended strategy.

  • Responsible for the implementation and oversight of full grant/subsidy lifecycle management:

  • Pre-Award:

  • Proactively research and identify funding opportunities.

  • Prepare and submit applications for funding.

  • Award:

  • Review spending requirements and spending deadlines

  • Meet with Stimulus/Government Relations team members to recommend/establish and confirm a spending strategy.

  • Ensure data collection is in place to adequately respond to reporting requirements.

  • Post Award:

  • Prepare and submit timely reports to funding agency.

  • Request and review supporting documentation.

  • Reconcile expenditures.

  • Implement spending plan as needed.

  • Review data collection for performance measurement metrics

  • Analyze data for accuracy ahead of reporting.

  • Communicate and collaborate with various stakeholders including:

  • Legal: prepare grant summaries for legal to review.

  • Client Relations: ensure grants are approved for pursuit by client-owned, or related centers.

  • State agencies: ensure compliance with grant requirements, track payments, general questions.

  • Local Centers and Operations Leaders: ensure timely disbursement of funds.

  • Industry Group: Early Childhood Education Consortium

  • State and Local Early Learning Coalitions

  • Other responsibilities:

  • Provide communication/ support to meetings regarding strategy decisions as needed.

  • Work collaboratively with all team members.

What we hope you will bring to this role:

  • Bachelor's Degree in Early Childhood Education, Business administration or a related field - Required

  • 5 years of Experience with management of grants and/or subsidy programs - Required

  • 3 years of Experience in child care industry, project management, and working closely with and influencing senior leadership - Preferred.

  • 3 years Minimum additional years of experience would be considered in lieu of the applicable degree.

Additional Job Requirements

  • Highly proficient with Microsoft Excel.

  • Strong communication and executive presence required.

The salary range for this position is: $85,000 - $95,000.

The range of compensation listed here or that may be discussed in the interview process is what Bright Horizons in good faith anticipates offering for this job opening. Actual compensation offers will depend on a variety of factors including experience, education and training, certifications, geography, and other relevant business or organizational factors.
