Summary The incumbent serves as a Grants Management Specialist within the DGSI's Federal Financial Report (FFR) processing center, which supports the review, acceptance, and ultimate approval of FFRs. In addition, the processing center assists in the closeout process by completing the necessary financial closeout functions, including reviewing final FFRs, submitting transactions in the HHS Payment Management System (PMS) and verifying the closure of the awards by reviewing the appropriate reports. Responsibilities As Grants Management Specialist, some of your duties and responsibilities will include, but are not limited to following: Participate in the planning and business management of the full range of assigned grants and renewal applications. Participate in the negotiation of the budget, award period, and terms and conditions for grant awards. Advise applicants and grantees on financial and management issues relevant to their applications. Provide assistance in the administration of the portfolio including setting appropriate work priorities. Ensure that the awardee is in compliance with established administrative and financial policies, procedures, and sound business practices. Process a full range of grant/agreement applications used to determine the selection of grant/agreement awards. Provide advice, interpretation, and guidance on statutes, regulations, policies, and procedures as they relate to the award program. Provide guidance and/or training to lower-graded grants management staff. Advise on matters regarding the annual Federal Financial Report (FFR) data within the HHS PMS, the NIH Business System (NBS), and eRA. Provide input in the maintenance and improvement of established financial reporting systems and performs a variety of status reports utilizing databases, spreadsheets, and other financial reporting tools. Requirements Conditions of Employment Qualifications In order to qualify for a Grants Management Specialist, GS-1109 position at the GS-11 level, you must have: A. completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or an LL.M., if related; OR B. 1 year of specialized experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1.) Evaluating budget justifications by assisting with financial/cost analysis. 2.) Advising on policies and procedures as they relate to a grant award program. 3.) Advising applicants or grantees on administrative issues (e.g., incomplete application). AND 4.) Developing grant/cooperative agreement-related documents (e.g., award notices, status reports). OR C. a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position. In order to qualify for a Grants Management Specialist, GS-1109 position at the GS-12 level, you must have 1 year of specialized experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1.) Evaluating budget justifications by conducting financial/cost analysis. 2.) Advising on policies and procedures as they relate to a grant award program. 3.) Advising applicants or grantees on administrative issues (e.g., incomplete application). 4.) Developing grant/cooperative agreement-related documents (e.g., award notices, status reports). AND 5.) Advising on financial reporting objectives, including budget integrity, operating performance, stewardship, and systems and control.
