Naval Facilities Engineering Command HUMAN RESOURCES SPECIALIST (RECRUITMENT & PLACEMENT) in Nimitz Hill, Guam

Summary You will serve as a HUMAN RESOURCES SPECIALIST (RECRUITMENT & PLACEMENT) in the STAFFING AND EMPLOYMENT, HUMAN RESOURCES GUAM of NAVAL FACILITIES ENG COMMAND MARIANAS. Responsibilities You will provide advisory services on complex recruitment and placement issues. You will advise management on recruitment strategies and sources, and use of special programs. You will provide recruitment and placement services, regularly resolving problems of more than average difficulty for complex, dynamic organizations with diverse hard-to-fill and one-of-a-kind positions. You will serve as a point of contact for the Overseas Employment Program (OEP). You will advise managers, supervisors, and employees about the OEP requirements, benefits, and incentives. You will research and study designated Human Resources Management (HRM) policies, procedures, and operations relating to recruitment functions. You will participate as an advisor on recruitment staffing and placement matters, advising the Position Management Board (PMB). Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector applying, laws, Executive Orders, regulations, policies, concepts, and various Human Resources policies, practices, procedures, and management controls of the recruitment and placement.
