Summary You will serve as a Telecommunication Manager with the Navy Marine Corps Spectrum Center (NMSC) of NAVY MARINE CORPS SPECTRUM CENTER. Responsibilities You will be responsible for preparation of engineering data for frequency, telecommunications, and other Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, and Reconnaissance (CSISR) matters. You will analyze technical data of communication systems and based upon knowledge of radio equipment and radio propagation, initiates and directs actions at the National or International level. You will coordinate, facilitate, and lead a project team effectively. You will perform supervisory functions for one GS-12 employee, and two military personnel. You will plan regular work assignments, prepare plans to meet substantial changes in workload; justify revisions in staffing levels, work priorities and deadlines. You will develop policies and ensure compliance with written instructions and standard operating procedures. You will review work and accept or reject products. You will prepare and maintain performance plans for employees in accordance with established policy and workforce development programs. You will serve as technical authority, responsible for communicating the frequency assignment process to all levels of command, orally and in writing. You will participate in meetings and briefings to investigate problems, coordinate projects, and keep abreast of changes in operations, requirements, or technological advances. You will prepare and present written or oral reports and/or briefings summarizing project/task progress. You will provide technical information within assigned project area and coordinates decisions and recommendations to the Manger and Director. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Completed Interservice Radio Frequency Management School (IRFMS) or the Army equivalent Electromagnetic Spectrum Managers Course Expertise in Radio Frequency Management at Agency, National and Internation level. Experience and strong background in international treaties, National agreements and arrangements pertaining to frequency protection and spectrum efficiency. Excellent oral and written capabilities.
