Description

The Department of Information Technology (IT) plays a key role in driving customer-focused innovation initiatives. It is composed of three technical bureaus which are Business Enablement, Customer Success and Productivity, and Technology Infrastructure and Security. Collectively, the 95 staff members work together to provide essential services and technical support to all City staff and business functions. Most processes in the organization are dependent on technology to function. There is a continual need for technology solutions that meet business function and organizational needs, while balancing security and support requirements. The Chief Information Officer and the Assistant Director work together to set technology policy direction for the enterprise and establish a supportive, respectful, and inclusive culture in the department. They, together with the three Technology Managers and the Chief Information Security Officer, lead departmental staff in identifying, recommending, implementing, and maintaining technology and solutions to support the City’s business needs, while setting and enforcing organizational standards and policies.

The City of Norfolk is seeking an experienced and energetic Assistant Director to join the high-performing and agile Information Technology leadership team. This management-level position assists with coordination and direction of daily operations for the IT department. It also provides leadership and oversight to highly skilled and knowledgeable supervisory, technical, and professional staff.

Department Hiring Salary Range: $92,438 - $106,304

Essential Functions

The successful candidate will have broad knowledge of industry trends including cloud infrastructure and software, hosted and on-premise business applications, storage, and disaster recovery as a service. They will have practical experience with project planning and management, data and system integration, cybersecurity concerns, and budget, financial, and procurement processes. They will possess strong leadership and management talents, outstanding relationship-building abilities, exceptional communication skills, and excellent analytical and technical proficiency. They will be customer focused, innovative, and creative.

The ideal candidate will be someone who can motivate and empower staff to perform at their highest levels to provide the highest level of customer service and the best technology solutions for the City. They must have experience leading technology staff and allocating resources to meet project and organizational requirements. They need to foster relationships and work closely with staff, peers, leadership, customers, consultants, and vendors to achieve department and organizational goals within scope, on time, and within budget. They must be willing and able to mentor staff to achieve their professional goals. They need to clearly explain technology processes and policies to staff, non-technical customers, and management in person or via report.

If you have more than seven years’ experience in Information Technology with at least five years’ experience managing technology staff and projects, if you embrace diversity, and if you can be a champion for your staff and your customers, you may be the right candidate for this position. Some of the responsibilities and tasks of the position are outlined below.

Leadership/Supervision/Management

  • Manages the daily operations of the three information technology bureaus to include supervision, project prioritization, staffing, administration, and problem resolution.

  • Monitors daily expenditures, develops forecasts and adjusts expenditures as needed to ensure expenditures are within budget.

  • Manages staffing levels and budget by developing budget vs. actual salaries.

  • Develops departmental policies and guidelines. Collaborates with management and staff from other department/agencies management to create City-wide policies and procedures.

  • Manages one time, annual, and special projects including audits.

Strategic Planning

  • Facilitates the development and implementation of long- and short-range strategic and operational plans. Ensures strategic plans and key performance indicators are incorporated into the fiscal year measurements, calculated, and reported quarterly.

  • Compares staff technological skills vs. existing technical requirements and projected new technology to prioritize training needs.

Innovation

  • Drives innovation by aligning city priorities and stakeholder needs with cutting edge technology.

  • Oversees digital government transformation.

  • Monitors and drives change based on technology and social trends.

Education/Experience

Work requires specialized knowledge in a professional or technical field. Work requires professional level of knowledge of a discipline equivalent to that which is acquired in a Master's degree-level of study in a computer science, business or information technology field preferred.

Seven years’ experience in technology with a minimum of five years supervisory experience required.

The preferred candidate will possess the following:

  • Experience with enterprise technology management, including application software, data centers, network infrastructure, cyber and physical security, telephone, and radio infrastructure support.

  • Experience identifying the needs of multiple clients, and working with numerous vendors, to ensure technology solutions meet customer and organizational needs.

  • Experience dealing with data integrity and integration issues within a large organization.

  • Experience in strategic and operational planning and implementation.

  • Experience in staff development and support, including technical and “soft skills” coaching and mentoring.

  • Solid knowledge of budget development, procurement processes, monitoring/forecasting expenditures, and tracking contracts and service agreements.

  • Solid knowledge in Microsoft Office applications (Outlook, Teams, Word, Excel, PowerPoint, and Visio).

  • Excellent communication and collaboration skills.

Preferred License(s) and/or Certification(s):

  • ITIL (formerly Information Technology Infrastructure Library) and/or Project Management Professional (PMP) certifications desirable.

Additional Information & Requirements

Work Location: 800 E. City Hall Avenue, 1 st floor, Norfolk, VA 23510

Work Hours: 40 hours; 8 hours per day; Monday – Friday. Remote Eligible two days per week after probation

Signing Bonus: This position is eligible for a one-time $5,000 signing bonus for applications received on or after February 22, 2022. The signing bonus will be paid in two (2) increments: $2,500 upon completion of 60 days of employment, and $2,500 upon completion of your probationary period. To receive the signing bonus, you must be an active employee in good standing.

  • Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.

  • Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.

  • Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.

  • Retirement

    If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

    If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

  • The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
