Description

The Norfolk Police Department is excited to announce an opportunity for an experienced and highly motivated individual to join our team as a bureau manager to lead and manage our Public Information Office.

This position plays a pivotal role in enhancing the communication, public relations, and information dissemination efforts of the Norfolk Police Department. This role requires a deep understanding of journalistic composition, state public information laws, and the ability to effectively engage with various media outlets. This position also is responsible for promoting the department’s activities, maintaining positive relations with the community, and ensuring the accurate and timely delivery of information.

The departmental hiring salary for this position is $78,434 - $90,199 annually

Essential Functions

  • Lead and manage the public information office team under the direction of the Chief of Police.

  • Provide direct supervision of all tasks assigned under the Public Information Office.

  • Compose press releases, reports, and official correspondence with precision and adherence to established standards.

  • Foster and manage relationships with media representatives, ensuring that information is conveyed accurately and in compliance with state public information laws.

  • Acts as a liaison between the Norfolk Police Department and the community.

  • Develop and implement communication strategies to deliver important updates and public safety information to the community through various media outlets.

  • Oversee the handling of Freedom of Information Acts (FOIA) requests in compliance with relevant laws and legislation.

  • Organize and implement programs to promote the city and its programs, activities, and the mission of the department.

  • Oversee and conduct research on various topics, compile facts and data accurately, and apply logical thinking to define problems and draw valid conclusions.

  • Stay informed of current literature, trends, and developments in the public relations field to ensure effective communication strategies.

  • Establish and maintain strong working relationships with department personnel, city officials, and community groups.

Education/Experience

Undergraduate degree from an accredited college or university in Recreation and Leisure Services, park management, Public Administration or a related field. MPA preferred

Four years of increasingly responsible supervisory and administrative experience in park management and maintenance, recreation and human services, public or business administration, professional planning or code enforcement work or a closely related field.

Preferred candidate will possess:

At least 3 years of experience in public relations, journalism, or a related field. Have knowledge of media relations, public relations, and crisis communication.

Experience/knowledge:

  • Responding to media inquiries and coordinate interviews with police department personnel.

  • Preparing new releases, media advisories, and other communication materials.

  • Maintaining and updating website and social media accounts.

  • Assisting in planning and coordinating events and programs.

  • Thorough knowledge of journalistic composition principles, public information laws, and the policies and practices of the Police Department/City.

  • Exceptional written and oral communication skills with the ability to speak before large groups.

  • Proficiency in using computer-driven word processing, spreadsheet, and file maintenance programs.

  • Ability to exercise independent judgment and initiative in various work situations.

  • Strong research skills and the ability to compile and analyze data accurately.

  • Familiarity with mathematical formulas, percentages, and statistical concepts.

  • Adaptability to work under minimal stress and effectively interact with individuals in high-stress situations.

  • Knowledge of various technical and professional languages, including insurance, personnel, and governmental terminology.

  • Ability to drive a motor vehicle safely during daylight and hours of darkness in all weather conditions.

Additional Information & Requirements

Valid driver’s license.

Monday - Friday 8:00 a.m.-4:00 p.m. Nights / weekend shifts may be required.

  • Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.

    If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

    If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

  • The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
