WR Systems Director, Proposals in Norfolk, Virginia

Clearance Requirement: Ability to obtain and maintain a Secret Clearance

Travel Requirements : Negligible

Location: Norfolk, VA

SUMMARY : WR has an opportunity for a Director, Proposals to oversee all proposal activities and ensure the production of compliant, compelling, and high-quality bids and proposals. This position reports to the VP – Business Development (BD) & Programs.

Position responsibilities will include, but are not limited to the following:

· Develops and implements proposal strategies and objectives.

· Uses expertise to provide recommendations to drive forward successful proposals.

· Collaborates with the BD team and leadership to analyze government solicitations and interpret evaluation criteria.

· Preserves and expands the organization’s capture win rate by utilizing proposal best practices.

· Supports and participates in bid/no bids, gate reviews, kickoff meetings, status meetings, and color reviews.

  • Ensures delivery of compliant, professionally produced proposals within customer-defined timeframes.

  • Coordinates and reviews/edits proposal input from a variety of stakeholders, typically involving contributions from teams including: programs, engineering, finance, alignment partners, contracts, and consultants.

    · Manages and leads the proposal management team and the Proposal OPS department budget.

    · Adheres to the Shipley proposal process.

    · Schedules and allocates resources to support proposal efforts.

  • Evaluates, obtains, and contracts with proposal consultants to support (any of) Opportunity Evaluation, Price To Win (PTW), pre-RFP, Actual, and concluding with post-proposal activities.

    · Ensures internal proposal processes per the WR Quality Management System (QMS) are followed.

    · Formulates proposal planning processes and procedures to include establishing the discipline of a quotation estimate formal review, management sign-off process, and other applicable processes and procedures into WR’s QMS.

  • Document template management in line with company branding; maximizes reuse of artifact / libraries’ materials.

  • Provides guidance in proposal efforts to ensure they meet technical compliance and internal quality standards.

    · Manages the pre and post-proposal submittal activity.

    · Collegially works in parallel with the BD department during active proposal activity.

    Candidates must possess the following knowledge, skills, and experience:

    · Bachelor’s degree of Arts or Bachelor’s degree of Science in English, Technical Writing, Communications or similar field.

    · Ten (10)+ years of experience in proposal management in a federal government contracting environment; at least five (5) of those years in management of personnel.

    · Strong proficiency in Federal Acquisition, Federal Contracting Strategy, and Federal RFP efforts.

    · Experience with Shipley process and color reviews and familiarity with the Association of Proposal Management Professionals (APMP) standards.

    · Experience with proposal automation software or similar.

    · Demonstrated structured and disciplined approach for proposal strategies.

    · Ability to coach cross-functional teams in regards to persuasive writing and proposal best practices.

    · Ability to communicate and influence at an executive level.

    · Strong written and verbal skills.

    · Able to staff and build a team.

    · Experience with Microsoft SharePoint, or Drop Box, for team portal and document sharing.

    · Advanced skill in Microsoft Word, Excel, PowerPoint, Outlook, and Adobe.

    · Desired:

    o Masters of Business Administration (MBA) from an accredited university/program.

    · Preferred:

    o Association of Proposal Management Professionals (APMP) Certification and/or Shipley Business Winning Certification.
