County of Montgomery Roads and Bridges Superintendent in Norristown, Pennsylvania

SUMMARY

Reporting to the Administrator of Road and Bridges, this is a supervisory position serving as both an office and field liaison to between departmental management and field crews. Two foreman, each supervising a field crew of six, report to the Superintendent. With guidance from the Roads and Bridges Administrator, this position is responsible for managing personnel, resources, and operations necessary to maintain and improve Montgomery County's inventory of approximately seventy five miles of roads and one hundred and thirty bridges. The Superintendent, again with guidance from the Administrator, is further responsible for establishing an environment conducive to effective and efficient management, engineering coordination and maintenance programs, and support services. The Superintendent position is essential to fulfilling the department mission of keeping County-owned transportation infrastructure well-maintained and in safe working order.

The successful candidate will: • Enhance the department's ability to perform maintenance activities. • Support a strategically planned design program; • Assist with the continuing development and implementation of results-oriented interdisciplinary teams to improve work methods. • Participate with and introduce improved technology resources. • Enhance service delivery and quality, ensuring prompt, courteous and accurate customer services. • Improve internal and external communications. • Increase the levels of safety for workers and travelers.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Assist Roads and Bridges Administrator with day-to-day road and bridge maintenance and construction operations. • Manage Road & Bridge personnel to help execute required maintenance and repair operations across roads and bridges infrastructure, including oversight of payroll, timekeeping administration, and equipment inventory. • Perform supervisory responsibilities in accordance with the current Montgomery County policies, procedures, and applicable laws. • Communicate effectively with managers, supervisors, co-workers, citizens, and others, representing the County. • Support inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. • Supervise and oversee the training of employees in safety matters, procedures and equipment operation. • Supervise, coordinate and oversee various road construction repair and rebuilding projects such as paving, patching, inlet repair, head wall construction, erosion control, grading, pipe installation and extension, curb installation, ADA Ramps, sinkhole stabilization, tree/brush/grass trimming/removal and other debris removal. • Supervise, document, report and or oversee work outside of normal work hours for emergency operations - employee may be identified as Essential Personnel during emergency situations. • Manage relationships between other infrastructure jurisdictions, including but not limited to Pennsylvania State Department of Transportation ("PennDOT"), other counties, municipalities, townships, boroughs, utility companies, and railroads. • Attend and participate directly in meetings as a County representative. • Supervise and oversee bridge and road maintenance repairs by both County teams and outside consultants and contractors. • Supervises inspection of bridge and road construction and maintenance projects to ensure compliance with engineer designs, specifications and in accordance with county policies, ordinances and regulations, as well as applicable regulations and statutes. • Supervise administration of the County's obligations under the Highway Occupancy Permit (HOP) process and other permit obligations. • Address issues and complaints from management, community, and field personnel. • Perform related duties as to specific assignments - Provide service to customers by answering questions, providing information, making referra s and assuring appropriate documentation, follow-through and/or resolution. • In conjunction with foremen, determine work procedures, prepare work schedules/logs, and expedite workflow, maintain equipment and tools and track inventory, secure supplies and materials, coordinate snow removal and emergency operations, and prepare surveys for road maintenance recommendations. • Meet organizational goals and expectations, to make decisions that produce high?quality results by applying technical knowledge, analyzing problems, and calculating risks.  

QUALIFICATION REQUIREMENTS

The successful candidate will possess some combination of the following experiential and educational requirements: • Supervision experience in a government and / or large infrastructure construction environment, minimum ten (10) years preferred, and / or; • Educational or employment background in civil engineering, construction project management, and / or heavy construction, and / or; • Bachelor's Degree in an engineering discipline is a plus.

In addition, the ideal candidate will possess the following: • Experience in infrastructural project management, planning, and / or construction. • Experience with technical principles and practices of construction and maintenance of paved and unpaved roads, bridges, and drainage facilities. • Knowledge of principles and practices of supervision, administration, and budget preparation for road and bridge maintenance. • Skill in reading and interpreting engineering plans, details and specifications. • Excellent Verbal and Written Communication skills. • Ability to use independent judgment and delegate responsibility. • Experience with MS Office Systems. • Experience with construction management software and GIS software, PennDOT ECMS systems, a plus.
