In your role as Developmental Services Assistant Regional Residential Manger, you will have the opportunity to:
Assist in directing staff and operations of an agency program;
Coordinate, plan and manage activities of an agency program consisting of community living arrangements, campus residential programs or privately contracted residential services;
Formulate program goals and objectives;
Assist in the development of policies;
Schedule, assign and review work of staff;
Provide staff training;
Ensure protection of individuals quality of life by monitoring program compliance and environmental safety issues;
Assist in establishing and maintaining ICF/ID certification including developing plans of correction;
Lead the recruitment and hiring of staff, including outreach, interview and selection;
Related duties as assigned;

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Developmental Services this class is accountable for assisting the Developmental Services Regional Residential Manager in the implementation and management of programs for individuals in agency community and campus residential settings or in the development and management of contracts for private community living arrangements.
EXAMPLES OF DUTIES
Assists in directing staff and operations of an agency program;
Coordinates, plans and manages activities of an agency program consisting of community living arrangements, campus residential programs or privately contracted residential services;
Formulates program goals and objectives;
Assists in development of policies;
Schedules, assigns and reviews work of staff;
Provides staff training;
Ensures protection of individuals quality of life by monitoring program compliance and environmental safety issues;
Assists in establishing and maintaining ICF/ID certification including developing plans of correction;
Leads the recruitment and hiring of staff, including outreach, interview and selection;
May oversee interdisciplinary team process and/or development of an overall plan of services for assigned individuals;
May assist Residential Manager in developing private sector contracts and monitoring quality of service delivery;
Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
Considerable knowledge of
theory and methods used in dealing with personality and emotional development problems of individuals with an intellectual disability, particularly with concerns about how these are dealt with in a residential setting;
how to establish, maintain and change residential systems and programs of care for individuals including ICF requirements;
ancillary needs of a residential program;
Knowledge of
and ability to apply management principles and practices;
relevant state and federal laws, statutes and regulations;
interdisciplinary approach to program planning;
human rights of individuals with an intellectual disability;
scope of services provided by major disciplines including psychology, social work and medicine for individuals with an intellectual disability;
Considerable
interpersonal skills;
oral and written communication skills.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Two (2) years of experience in a supervisory capacity in a residential program for individuals with an intellectual disability in a direct care or clinical services setting.
NOTE: For state employees this experience is interpreted at the level of a Developmental Services Residential Program Supervisor 1, Psychology Associate Specialist (RC), Developmental Specialist 2 or Developmental Services Case Manager.
PREFERRED QUALIFICATIONS
Preference will be given to those who possess the following qualifications:
Knowledge of and experience with ICF/DPH regulations;
Experience supervising unionized employees;
Experience implementing progressive discipline,
Experience with utilizing oral and written communication skills while in a management position;
Experience communicating with a diverse population/stakeholders;
Experience planning, organizing and directing residential care programs;
Experience with preparing comprehensive reports;
Knowledge of and experience applying management principles and techniques;
Knowledge of and experience with modern methods of working with individuals with intellectual disabilities;
Knowledge of and experience with methods of residential management
SPECIAL REQUIREMENTS
Incumbents in this class may be required to possess a current license or certificate to practice the specialty in Connecticut. This requirement applies to those specialties requiring a license to practice by statute.
Incumbents in this class may be required to travel.
