Project Overview:

Bechtel National, Inc. (BNI), Bechtel’s government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee.

UPF is a multi-year, multi-billion-dollar project and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy’s largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration’s largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future.

The UPF project currently works on a 4-10 schedule with overtime Fridays for Field Engineering personnel. Start times for the standard work week is: Monday-Friday from 7:00am to 5:30pm for FEs assigned to MPB and 6:00am to 4:30pm for FEs assigned to SAB.

Eligibility for this position requires US citizenship; successful candidate must provide proof of US citizenship in order to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be able to obtain a security clearance, as applicable.

Job Summary:

Assigned to the Construction organization in a Deputy PFE role. Responsible for supporting Field Engineering, Field Supervision, and Craft personnel with material and technical documentation for permanent plant and temporary construction installations. #LI-CL1

Major Responsibilities:

  • Receives operational supervision from the UPF Project Field Engineer.

  • Acts as the Project Field Engineer (PFE) in the event of the PFE's absence.

  • Manages the day-to-day activities of the UPF Field Engineering Leads and subordinates.

  • Assignments are given in terms of broad general objectives and limits.

  • Leads, coordinates, and provides process directly to the project Subcontract Technical Representatives and Field Engineering team to ensure compliance with job requirements.

  • Provides technical advice, guidance, and counsel to project or taskforce personnel as assigned on specific assignments by providing the resolution of technical questions arising in the area of specialty.

  • Instrumental in establishing and maintaining safety and quality culture for direct-hire forces as well as subcontractors.

  • Assists with the development and revisions of related site processes and procedures as needed.

  • Assists with the development and approval of Construction Work Packages as needed.

  • Assists with the preparation and resolution of the Project and Construction Action Item Lists (PAIL and CAIL) as needed.

  • Provides input to design engineering for FCDs to improve constructability.

  • Manages the verification of installed quantities with discipline lead field engineers for the Quantity Unit Rate Report (QURR).

  • Leads quarterly (or monthly, if requested) Quantity Reconciliation activities for Construction.

  • Quantity Awareness: Oversees material ordering for Field Engineering and tracks quantities for all disciplines.

  • Manages Smart Completion programming, roll-out, and tablet distribution.

  • Performs other tasks as assigned by UPF Construction Management.

Education and Experience Requirements:

  • Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience.

  • Must be a US citizen.

  • Must be able to complete and pass a pre-employment drug screen and background check, which includes verification of employment and education.

  • Must be able to obtain site security badge for access to work site.

  • Must be physically able to conduct field inspections and participate in project walk-downs which may require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, using fall protection and other personal protective equipment (PPE), walking on elevated platforms, walking on uneven surfaces, and maneuvering around very small and/or confined spaces.

Required Knowledge and Skills:

  • Candidate should be a self-starter, highly motivated, requiring little supervision, and be able to work well in a team environment.

  • Candidate should have a good working knowledge of current design codes and standards such as UPC, IBC, SMACNA, ASME, NFPA, NEC, as well as NQA-1 requirements.

  • Knowledge of environmental compliance standards required on NNSA/DOE projects.

  • Candidate must have working knowledge of Bechtel Standard Work Processes and Procedures (SWPPs).
