Northrop Grumman Defense Systems (NGDS) is currently seeking a EVMS Principal (Level 3)/Sr. Principal Program Planning and Scheduling Analyst (Level 4) to assist with all business activities associated with several rapidly growing programs.
This position will require the selected candidate to work on-site in our NG site in Oklahoma City, OK.
Roles and Responsibilities include, but are not limited to, the following:
Create valid and effective Program Integrated Master Schedule (IMS) that incorporate all dependencies, aligns to resource availability, and identifies and aligns program milestones with contractual need dates
Establish ground rules and assumptions, and ensure compliance with applicable Earned Value Management (EVMS) guidelines
Evaluate subcontract / supplier schedules and integrate into IMS
Identify & validate the critical path, run performance and health check metrics
Conduct trend analysis and report data, e.g. late start/finish, forecast dates impacts, manage program schedule margin, and changes to critical path(s)
Monitor and develop work around utilizing schedule acceleration techniques to achieve additional margin, monitor & de-conflict internal and external influences of resources and the critical path
Provide schedules visibility, reporting, and schedule analyses, performs risk analyses, and identifies and resolves critical path and network logic conflicts
Monitor the Program IMS to ensure the Performance Measurement Baseline (PMB) supports the program’s execution plan
Works with the technical lead, functional managers and control account managers to identify internal and external dependencies, milestones and deliverables
Interface / collaborate with the financial team to ensure program cost and schedule integration
Prepare and validate month end IMS submittal to customer in accordance with contractual requirements (IPMR, IPMDAR) in conjunction with scheduling best practices
Develop and present weekly/monthly program schedule performance metrics, including Tier 1 summary schedules
Frequent use of industry scheduling best practices, and specific Scheduling Tool properties and functions for implementing scheduling best practices as prescribed by industry to include, but not limited to:
DCMA 14-point
IPMR DI-MGMT-81861
Schedule Risk Assessment (SRA)
Schedule Performance, Health Metrics and Analysis
Provides weekly status and reporting

Basic Qualifications:
Principal Program Planning and Scheduling Analyst (Level 3)
This position emphasizes skills and experience. Will consider high school diploma or equivalent (GED) with at least 9 years of professional related experience.Bachelor’s degree with 5 years of related professional experience - OR - a Master's degree with 3 years of related professional experience.
Proficiency with Microsoft Office Suite, specifically Excel and PowerPoint and Word
3 years of project scheduling experience using Microsoft Project or other related scheduling tool
Knowledge of EVMS practices and be able to support implementation on program with varying contract types
Experienced in subcontractor / supplier schedule management and integration
Sr. Principal Program Planning and Scheduling Analyst (Level 4)
This position emphasizes skills and experience. Will consider high school diploma or equivalent (GED) with at least 12 years of professional related experience.
Bachelor’s degree with 8 years of related professional experience - OR - a Master's degree with 6 years of related professional experience.
Proficiency with Microsoft Office Suite, specifically Excel and PowerPoint and Word
6 years of project scheduling experience using Microsoft Project or other related scheduling tool.
Knowledge of EVMS practices and be able to support implementation on program with varying contract types
Experienced in subcontractor / supplier schedule management and integration
Preferred Qualifications:
Professional Certifications in Earned Value Management or Project Management a plus
Excellent communication and presentation skills to management and stakeholders
Experience leading programs in audits / reviews government agencies such as the DCMA and the Defense Contract Audit Agency (DCAA)
Experience with EVMS cost tools such as Deltek MPM or Cobra
Salary Range: $79,800 - $119,600
Salary Range 2: $99,000 - $148,400
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
