Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA Certain Personnel Workforce for DoD to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This is a Physical Scientist position GS-1301-12 position providing technical support capabilities for the Military Construction; Petroleum, Oil, and Lubricants; Civil Works; Hazardous, Toxic, and Radiological Wastes (HTRW), and Military Munitions Response (MMR) Programs Responsibilities As a Senior Physical Scientist, you will: Perform scientific and technical evaluation, correlation, synthesis, and presentation of important data in a complex field of science and advises on improvements. Develop and lead environmental compliance program, trains staff in environmental compliance requirements, and lead supporting staff/teams to ensure Engineering Division compliance with policies and regulations. Conduct project and program chemical data quality management to include assessing data and creating, using and managing databases. Advise and perform chemical and geotechnical sampling, testing, and analysis of field investigation, samples and wastes. Advise on statistics, health effects, chemical properties, and procedures to be used in performing human health and ecological risk assessments during project planning, acquisitions, field operations, data submissions, and reporting. Conduct Environmental Baseline Surveys (EBS), Environmental Site Assessments (ESA) Phases I and II, NEPA Actions (Categorical Exclusions, Environmental Assessments, and Environmental Impact Statements), and Environmental Conditions of Property. Review the development of documents are to be technically adequate and compliant with applicable USACE, DA, EPA, and state/local polices, orders, regulations, and directives. Review and coordinate reviews of planning and reporting documentation to assure overall quality and customer satisfaction. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for Physical Scientist: A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes the application of professional knowledge specific to Environmental Baseline Surveys, Environmental Site Assessments, Environmental Assessments, and Environmental Impact Statements, and Environmental Conditions of Property within a wide range of environmental and civil projects and programs in the investigation and remediation of Hazardous, Toxic, and Radioactive Wastes (HTRW). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
