Summary

HII Mission Technologies is looking for a contingency hire Program Manager to support its customer, the Mobility Air Force Distributed Mission Operations (MAF DMO). The MAF DMO program has employees and subcontractors located in Orlando, FL and at Scott AFB, IL. The primary work location for the PM is at an HII facility in Orlando, FL. The Program Manager is responsible for the successful technical, schedule, and cost performance of this major program through subordinate and subcontractor program/project managers, in accordance with customer contract requirements and HII policies, procedures and guidelines.

The mission statement for the MAF DMO Program is 'To train in a secure, realistic networked environment while reducing risk and operating cost. MAF DMO capabilities will enable Live, Virtual, and Constructive (LVC) participation in a wide range of MAF, USAF, Joint and Combined exercises." The overall objective of this effort is to provide O&I support to facilitate persistent, distributed training for MAF ATSs in support of AFI 11-2 MDS Vol 1; USAF Operational Training Infrastructure 2035 Flight Plan; and DoD, USAF, and AMC priorities. The MAF DMO program includes the objective to achieve full VAR Ready for Training capability with C-17 and KC-135 ATSs in support of AMC's risk reduction and cost savings goals..

What you will do

  • Management of a large diverse technical and operational SME workforce providing aviation scenario distributed training to Air Mobility Command, Air National Guard and Air Force Reserve aircrew members.

  • Responsible for on time delivery of all services and deliverables.

  • Responsible HII’s customer relationship on this program with AFLCMC/WNS.

  • Responsible for the quality of the program’s Contractor Performance Assessment Ratings.

  • Has supervisory and developmental responsibilities for the entire MAF DMO team. Manages multiple contract changes while continuous delivery of ongoing services.

  • Generates follow-on business associated with areas of responsibility and supports new business development by leading major proposals personally, or through subordinate program/project managers.

  • Maintains aggressive efforts to achieve program objectives.

  • Acts as the primary representative supervising the service delivery of subcontractors and product delivery of vendors.

  • Responsible for all phases of the program budget and program cost accounting with the assistance of a program controller.

  • Performs analysis and briefings for program management reviews inside HII and with the Government

  • Ensures implementation of Quality Assurance Programs for all products and services.

  • Prepares Staffing Plans, including skill and labor mix, to support contract operations.

  • Responsible for recruiting, interviewing, and hiring staff. Assigns staff and provides technical direction as necessary to complete tasks.

  • Monitors contract, subcontracts, and funding; prepares forecasts of program financial performance with the assistance of a program controller.

  • Develops and delivers required contract, departmental, project and/or financial reports.

What you must have

  • 6 years relevant progressive experience with Bachelors in related field; 4 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 10 years relevant progressive experience.

  • Prior PM experience of a $50M or larger USAF program in the role of servant leader

  • PMP certified (or DAWIA equivalent)

  • Experience managing subcontractors.

  • Must have an active or current DoD Secret Clearance, and be able to maintain clearance throughout employment.

  • Must be a U.S. Citizen

Preferred Requirements

  • Direct experience managing United Stated Air Force programs for Air Force Life Cycle Management Center (AFLCMC) or AFAMS.

  • Aviation or distributed training experience.

  • Air Force aviator experience in the United Stated Air Force, Air National Guard or Air Force Reserve Command.

  • USAF or DoD Senior Service School Graduate

  • Past experience as an O-6, GS-15 or equivalent

Physical Requirements

May be required to visit job site in an industrial or shipboard environment. Normally not required to lift more than 40 pounds higher than three feet above feet/floor level.
