The Department of Revenue (http://www.colorado.gov/revenue) (DOR) employs approximately 1,600 hard-working and dedicated employees throughout Colorado. We can be seen performing functions as varied as auditing and collecting taxes, issuing driver licenses and motor vehicle titles, marketing lottery products, and regulating liquor, gaming, horse racing, marijuana, and the auto industry in order to assist the citizens of our state.

As a temporary employee, Temporary Aides pay state, federal and local (if applicable) taxes, Medicare tax, and contribute to the Colorado Public Employees' Retirement Association (PERA). They also receive Workers' Compensation coverage. A temporary employee does not receive health/dental/life insurance benefits and does not receive annual/holiday pay.

Liquor and Tobacco Enforcement Division

The Liquor and Tobacco Enforcement division exists to enforce Colorado's Liquor, Beer and Special Event codes and ensure that Colorado's Liquor industry is clean and adequately regulated through a program of criminal and administrative enforcement. Enforcing Colorado's newly legislated prohibitions on sales to and purchases of tobacco by those under the age of 21 years and protecting public health, safety and welfare from the potential harm of unregulated and regulated persons involved in tobacco distribution.

Our mission is to promote public safety, support economic growth, and the responsible sale and consumption of liquor and tobacco products, through the fair administration of liquor and tobacco/nicotine laws.

The Colorado Department of Revenue Liquor and Tobacco Enforcement Division is looking to hire individuals to work as Underage Operatives. Underage Operatives are individuals who are between the ages of 16 years old & 20 years old and are hired through the State to attempt to purchase tobacco and alcohol beverage products from licensed establishments.

These underage compliance checks aim to prevent sales of tobacco and alcohol beverages to those under 21 years of age.

If you are interested, you will work directly with two Liquor/Tobacco Investigators. The investigators will equip you with a body mic that records and transmits to the Investigators, allowing them to listen live as your attempt to purchase occurs.

You will work in an undercover capacity and be required to be available to testify in criminal court and administrative hearings when necessary.

The work is anything but consistent; we are looking for candidates that can be flexible with their work schedule. The investigator will schedule checks, on average, a couple of times a month throughout the state of Colorado. An example would be that you might only work 5 or 6 times a year , but it could be more depending on your level of engagement and availability!

  • Transportation will be provided.

  • Will work around class schedules, and other employment.

  • Will work on weekends and holidays ·

  • Must complete State Application and background paperwork to begin ·

  • No set working schedules or guaranteed hours.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Residency Requirement: (New)

This is a temporary position. Applications will be considered from residents and non-residents of Colorado.

Minimum Qualifications:

Must be between the ages of 16 and 20 years old

AND

Must possess and maintain a valid State issued Identification Card (ID) or Driver License and be willing and able to work evenings and weekends.

Preferred Qualifications:

  • Exceptional communication and interpersonal skills.

  • Proven ability to work independently as well as to accept supervision during operations.

    Conditions of Employment with the CDOR :

    Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence.

    As a condition of employment with the CDOR, all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations, therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy. Final candidates must also complete a successful background investigation and reference check prior to appointment. Certain positions based on duties may require scheduled background investigations .

    Terms of Employment:

  • Temporary Aides are limited Per Colorado constitution, a temporary employee may work for the State no more than nine (9) months in a 12-month period. The 12-month period is not defined as a calendar or fiscal year, but a rolling 12-month period that begins with the month of the first day of work for the temporary assignment.

  • For continuous or regular (including part-time) work schedules, the temporary assignment starts the actual date the temporary employee begins work and ends after nine months. For example, a temporary employee who begins working June 15th may work continuously through March 14th. Upon completion of the continuous nine (9) month assignment the temporary aide must take four (4) months off prior to returning in the same position.

  • Temporary employees pay state, federal and local (if applicable) taxes, Medicare tax, and contribute to the Colorado Public Employees' Retirement Association (PERA). They also receive Workers' Compensation coverage.

  • Non-permanent temporary employees are ineligible for all State of Colorado Benefits except forCSEAP benefits (https://cseap.colorado.gov/) and Colorado Public Employees' Retirement Association PERA retirement employer contributions.

  • Temporary employees are called to work on an as-needed basis; there are no set hours or guarantee of hours.
