Veterans Benefits Administration Supervisory Records and Information Management Specialist (Assistant Chief) in Overland, Missouri

Summary One (1) position is available in Overland, Missouri. The Assistant Chief shares in the responsibility for the administration and management the division. The Assistant Chief provides leadership and direction to the division and coordinates activities with other divisions in the Regional Office. Responsibilities Major Duties: Evaluate effectiveness of assigned programs, identifies and develops ways to resolve problems and cope with issues which directly affect program accomplishment. Develops milestone plans and objectives for assigned management projects. Performs broad and complex studies and analyses across organizational and functional lines on a variety of projects, issues, and problem cases. Provides direction, executive guidance and leadership in providing effective methods to task support work, resolve problems, answer questions, correct deficiencies, evaluate support to management and assure that the mission and program objectives are met. Drafts and/or reviews information papers and offers recommendations for responses to higher headquarters inquiries. Provides advice and assistance to commands/directorates/offices and Project Management Offices through on-site visits, correspondence and/or telephone. Responsible for setting priorities and assigning work to subordinates base on agency initiatives and goals, level of difficulty and capability or expertise; finds methods to improve production and increase the quality of work; exercise significant significant responsibilities in dealing with officials of other units or organizations, or in advising management official of higher rank. Requirements Conditions of Employment Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/27/2024. You will receive credit for all qualifying experience you document, to include volunteer experience. Time-In-Grade Restrictions Applicants who held a General Schedule (GS) position under non-temporary appointment in the competitive or excepted service in the executive branch in the past 52 weeks must also meet Time-In-Grade requirements. For a GS-13 position you must have served 52 weeks at the GS-12 level. To support your claim of Time-In-Grade, you must submit your most recent Appointment, Promotion, or Within Grade Increase SF-50 (do not submit an Award [NOA Code 840, 841, 842] or General/Pay Adjustment SF-50 [NOA Code 894]). Specialized Experience (GS-13) To qualify, applicants must have at least one (1) year of specialized experience equivalent to at least the next lower grade level (GS-12) in the normal line of progression for the occupation in the organization. Specialized Experience is defined as experience that has equipped the applicant to perform at the journeyman level of this position with little to no training or supervision. The experience should demonstrate the following: Experience using knowledge of 38 U.S.C and Veteran Benefit programs to evaluate the effectiveness of assigned programs to develop ways to resolve issues and ensure compliance with federal regulations and agency policies. Experience using records management and knowledge management principles, concepts, processes and tools to direct and improve records control functions. Education There is NO educational substitution at the GS-13 level.
