Your Specific Responsibilities:

The incumbent, an employee of the Florida Department of Health in Putnam County, works to protect, promote, and improve the health of all people in Florida through integrated state, County, and community efforts. Completes telephone contacts to provide crisis counseling, program information, personal advocacy and resource assistance, and crimes compensation information to clients referred to VIPP be other agencies and self-referred. Completes follow-up contacts to provide support, assess needs and monitor progressProvides immediate services of crisis counseling; advocacy and accompaniment within the criminal justice, medical and victim services systems; information and resource referrals; and assistance with crimes compensation claims. Accompanies and supports victims during emergency medical treatment and sexual assault examinations. Coordinates transportation to victims as needed to obtain safe shelter and access immediate services. Monitors DOH - PUTNAM sexual violence hotline to provide 24/7 support services to victims of sexual violence and abuse. Provides crisis counseling, information and referral, and phone advocacy to victims, and ensures that they receive prompt services. Participates in staffing of hotline calls and reviews of hotline procedures.

Provides advocacy within the medical, social services, civil court, housing and educational systems to assist victims with services and resources needed in the aftermatth of crime. Provides information and referral concerning victim services/resources and rights. Provides assistance to victims with applications, paperwork and follow up advocacy for a diverse range of benefits needed as a result of crime and victimization. Develops and maintains resource data base of benefits resources, applications, and contacts. Maintains benefits services information in client files.

Provides Criminal Justice Support and Advocacy for victims that includes support, assistance, and advocacy to victims at any stage of the criminal justice process, to include post-sentencing services and support. This requires advocates to provide emotional support and encouragement to victims that will allow them to follow through with filing criminal reports, obtain injunctions for protection, and testify at court hearings.

Provides information and support groups to adult primary and secondary victims of domestic violence, sexual assault, or other crime or victimization issues. Through partnerships with the SAO, DCF and CPT, Lee Conlee House DV Center, and CDS identifies opportunities to develop materials and program services to respond to the victimization needs of high risk and/or under-served populations. Examples of populations include victims with current abuse cases in the criminal justice or family court/protective services system, families in which child abuse has been disclosed, families residing in emergency domestic violence shelter, children placed in youth shelter due to violence in the home. Examples of materials include adapting program brochures and informational material for low literacy needs, creating materials geared toward adolescents for use in support groups, creating specialized safety plans for specific victim populations, etc.

Provides Victim Compensation assistance that includes providing information on the Victims of Crimes Compensation Programassisting victims in completing claim forms, obtaining necessary documentation, and follow-up contact with the victims compensation agency as needed.

Completes time sheets, employee activity records, and other assigned program and agency administrative reports, documents and tasks as requested by agency and/or supervisor with accuracy and in accordance with assigned deadlines.

Completes reports and documentation of services that are necessary for compliance with professional service standards and with contract requirements for the Victims of Crime Act contract, the Florida Department of Health, the Florida Coalition Against Sexual Violence and other funding sources.

Represents the Florida Department of Health in Putnam County and VIPP in local meetings and coalitions that support victim services and coordination of victim services (e.g. training meetings with regional AG Office victim advocate, meeting with State Attorney’s Office victim advocates for planning and coordinating victim services, monthly Sexual Assault Response Team meeting).

Performs other duties as required to assure compliance with DOH policies, quality assurance and goals (e.g. preparation for VOCA site visits, complete DOH mandatory security/confidentiality/competence trainings, perform emergency duty assignments in the event of an emergency).

Required Knowledge, Skills, and Abilities:

Knowledge of the dynamics of domestic and sexual violence; Knowledge in the areas of crime victimization and trauma; knowledge and skills in crisis response and crisis intervention including hotline work; knowledge of the types of resources needed to assist victims in crisis; skills and ability to work effectively with victims of crime; ability to help and support to sexual violence victims following assault, including accompanying victims during forensic medical exams. Ability to carry out planned activities with individuals, and plan and deliver support groups. Ability to develop and maintain effective working relationships with local victim service and social service providers. Ability to communicate effectively both verbally and in written form. Ability to organize and work independently. Knowledge of basic computer skills including word processing and Windows-based operating systems..

Qualifications:

Minimum - A High School Diploma or equivalency and employment experience providing counseling and advocacy for victims of domestic and/or sexual violence.

Preferred - A bachelor’s degree in a human services discipline from an accredited college or universitynsert the qualifications that, while not required, are good to have for those serving in the position and may lead to a higher level of success in the position.
