Description:

The City of Palo Alto is recruiting for an innovative and dynamic Management Analyst with a passion for public service to join the Palo Alto family.

About the Position

The City’s Public Works Department has an exciting opportunity for a versatile Management Analyst supporting the Department’s goals. In this role, you will have the opportunity to work with multiple divisions within the Public Works Department (Engineering Services, Public Services, Environmental Services, and the Palo Alto Airport) and City staff at all levels to assist with in-depth quantitative analysis of departmental operations. This Management Analyst will play a key role in the Department, with essential functions that include:

  • Operating and capital budget development, forecast, analysis, and monitoring;

  • Assessing rate structures regularly, including identifying and analyzing expense savings opportunities;

  • Developing and reviewing Department policies and procedures; and

  • Reviewing and coordinating City Council and Board Commission staff reports.

Essential Duties:

Essential and other important responsibilities and duties may include, but are not limited to, the following:

  • Monitors revenues and expenditures to ensure accuracy and completeness; assists with creating, analyzing, and monitoring the Department’s budget and fee schedule.

  • Participates in departmental studies and projects, which can include setting up contracts; preparing requests for proposals; selecting consultants; ensuring compliance with applicable regulations, specifications, and/or requirements; monitoring project budgets; tracking projects; preparing related reports; and, performing other related duties.

  • Supports departmental recruitment, anticipating vacancies, working with other City staff to plan and execute searches and facilitate hiring and on-boarding.

  • Prepares a wide variety of analytical reports on operations and activities in the assigned area of responsibility.

  • Conducts surveys and performs research, prepares budget scenarios and statistical analysis; prepares related reports.

Minimum Qualifications:

Sufficient education, training and/or work experience to demonstrate possession of the following knowledge and skills, which would typically be acquired through:

  • Bachelor's degree in a related field

  • Three years of professional experience in public or business administration, public affairs, or a related field;

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Supplemental Information:

The ideal candidate will have proficiency in and knowledge in the following:

  • Advanced data compilation and analysis (vlookups, pivots, long-range forecasting, budget uploads, etc.); Knowledge of government finance and/or public administration is a plus. Extensive knowledge required in Excel and PowerPoint

  • Budgeting and tracking actual revenues and expenditures

  • Demonstrated ability to create strong partnerships through communication and interpersonal skills with various team members and leaders of all levels and functions throughout the organization

  • Detail-oriented, organized and demonstrated an ability to multi-task and shift priorities quickly

  • Applicable Federal, State, and local laws, rules, and regulations

  • Excellent customer service skills and an ability to effectively communicate and collaborate with a diverse range of people and job functions

  • Strong writing skills

  • Ability to quickly learn new tools and technologies including ERP systems and budgeting software
