The City of Palo Alto is looking for an analytical dynamic, and proactive team player with a passion for public service to serve as a Payroll Analyst in the Administrative Services Department (ASD). Successful candidates are detail oriented, agile, top performers with experience in payroll operations. Individuals with excellent interpersonal skills, have an enthusiastic attitude, and is an accomplished payroll professional with analysis and project management skills will be successful in this role. This position is for you if you are a high performing individual contributor that is interested in managing the payroll process. The City processes in house approximately 1,400 paychecks on a bi-weekly basis, including taxes, third party payments, pension and other benefits.

ASD provides proactive financial and analytical support to City departments and decision makers to safe-guard and facilitate the optimal use of City resources. ASD’s eight divisions are responsible for the management and administration of City financial matters such as accounting, budget, investments and treasury, as well as real estate, two city warehouses, and printing and mailing. Excellent customer service is a top priority. This opportunity will allow you to interact with all departments within the City, while supporting their payroll.

This position reports to the Senior Accountant in Payroll.

Ideal Candidate:

  • Able to rapidly learn and perform tasks related to the City's payroll policies and procedures while following MOA and Federal and State rules and regulations.

  • Capable to provide clear written and verbal communication to employees and third parties regarding Payroll matters Detail oriented, organized, and demonstrated ability to multi-task and shift priorities quickly

  • Consistently provide strong customer service and follow-up with payroll inquiries

  • Highly motivated and able to thrive and think clearly under pressure, tight deadlines in a high-volume environment Ability to provide Accounting accounting support and analyze and interpret payroll balance sheet accounts

  • Strong team player with a positive attitude, strong work ethic, and a focus on organizational impact and enthusiasm to learn and take on new tasks

  • Able to make professional and sound decisions in manners consistent with City policy and procedures, and professional standards (technical and ethical)

  • Ability to work closely and cohesively with a small team Familiarity with Microsoft Office product suite.

  • Strong customer service skills ability to effectively work with complex systems and transactions; SAP Payroll experience preferred;

Schedule: Flexible/Hybrid, 9/80 M-F (3 days onsite, off 1st Fridays)

Essential Duties:

Essential and other important responsibilities and duties may include, but are not limited to, the following:

  • Maintains and updates employee master data, including direct deposits, tax withholding, garnishments, deferred compensation and other payroll related information

  • Review and process documents relating to employee hires, terminations and retirements. Audit HR and Payroll entry on employee records to ensure accurate payroll processing. Responds to employee inquiries regarding paycheck and timecard questions.

  • Explains and interprets payroll policy and procedures with reference to the City's various MOAs, Merit System Rules, FLSA, and State and Federal laws and regulations.

  • Process CalPERS Pension and Health insurance payments and adjustments. Responds to external payroll inquiries from third party vendors, banks, and agencies. Prepares FSA reporting on a bi-weekly basis

  • Processes timecards, paychecks and third-party reporting in SAP on a bi-weekly basis

Minimum Qualifications:

Education, training and/or work experience which demonstrate possession of the following knowledge, skills, and abilities which would typically be acquired through:

  • Two years' experience in accounting and/or payroll office preferred.
