Naval Sea Systems Command SUPV ADMINISTRATIVE/TECHNICAL SPECIALIST / MANAGER in Panama City Naval Surface Warfare Center, Florida
Summary You will serve as a Manager/Supervisory Administrative/Technical Specialist in the Accounting Division of NAVSURFWARFCTR PANAMA CITY DIVISION. This position is part of the Warfare Center's Personnel Demonstration Project. The NT-06 pay band encompasses positions equivalent to the GS-14 and GS-15 grade levels. The NT-05 pay band encompasses positions equivalent to the GS-13 and GS-14 grade levels. Responsibilities You will advise others based on your extensive knowledge of Navy Working Capital Fund accounting processes. (NOTE: working capital fund environment = NT-5 having experience and NT-6 expert level experience.) You will independently plan and conduct a variety of assignments based on your knowledge of professional concepts, functional program characteristics, and assignments. You will direct other personnel, resolve conflicts, and coordinate system support personnel. You will collaborate with other senior personnel to adopt common practices and reporting methods, improve processes and services by developing new products/services or modifying existing processes and services. You will develop competencies in personnel through coaching or mentoring, recognize achievements, anticipate/manage conflicts constructively, and address formal/informal complaints. You will apply policies, programs, and procedures related to employee relations, safety, health including EEO, diversity, CEAP program, Federal Health and Safety Standards, timekeeping and travel. You will interpret policy and regulatory requirements to recommend senior leaders (within the organization) to resolve issues that may be controversial in nature with major impacts or repercussions across the organization. You will recognize and diagnose problems, develop alternative solutions, and act decisively including uncertain situations. Requirements Conditions of Employment Qualifications FOR NT-05 (GS-13/14 equivalent): In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-04 (GS-11/12 equivalent), or grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: experience as a professional accountant analyzing accounting/financial systems to solve a variety of accounting problems. FOR NT-06 (GS-14/15 equivalent): In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-05 (GS-13/14 equivalent), or grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: experience as a professional accountant conducting integrated assignments between and among programs, systems, functions, policies, and various issues. Examples of qualifying experience may include experience conducting examinations that require an integrated analysis of intricate and complex accounting systems, business activities, and financing over a broad range of industries, occupations, and specialized entities; experience comprehensively planning, analyzing, determining cost/benefit relationships, and coordinating a great variety of functions, operations, teams, or interfacing administrative systems related to accounting. Education Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess one or more of the following: For the NT-0510, Professional Accounting Series. - degree in accounting or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. (The 24 hours may include up to 6 hours of credit in business law). OR - combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Background would also include one of the following: 1) 24 semester hours in accounting or auditing courses of appropriate type and quality (this can include up to 6 hours of business law); or, 2) a certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination, or; 3) completion of the requirements for a degree that included substantial course work in accounting or auditing. (e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of response option A, provided that (a) you successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in response option A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the specified requirements. Additional Information Salary Range: NT-05: $86,962 - $158,860 NT-06: $103,409 - $186,854 This position is covered by the Department of Defense Priority Placement Program.
