Position Purpose:

Supporting the Company's rate-regulated water utilities, the Company seeks an entry to mid-career level professional with experience supporting the development of rates and application of regulatory principles. Successful applicants will collaborate with a team of regulatory professionals and across business units to compile and prepare data and schedules supporting timely preparation, presentation and processing of rate cases and regulatory filings to be consistent with the Company's regulatory strategy. Successful applicants may also be engaged in the process of making and verifying changes in rates per the Company's regulated tariff, working with other departments and business units in obtaining supporting documentation required for comprehensive regulatory filings, and preparation and provision of legal testimony and supporting exhibits.

Primary Duties/Responsibilities:

  • Develop an understanding of the specific legal and regulatory frameworks and requirements of each regulatory jurisdiction as they relate to the appropriate development of rate case and regulatory filings. Foster and maintain cooperative relationships with regulatory authorities and stakeholders focusing on productive relationships with regulatory agency Staff.

  • Engage in the process of making and verifying changes in rates in accordance with the Company's regulated tariff.

  • Preparation of and ability to defend under critical review, financial exhibits and reports

  • including schedules of operation and maintenance expenses, depreciation, and utility plant in service to support rate filings, regulatory filings, outside consultants, and special projects.

  • The ability to review, analyze, weigh and critique complex evidence in the form of expert witness testimony, data, and reports to contribute to the development of the most effective argument in support of the Company's case, position, or appeal.

  • The position requires meticulous attention to detail, the ability to manage time and priorities, and the ability to work with others across professional disciplines.

  • Keeps abreast of activities in the utility rate setting process, statutory revisions, changes in Commission policies and other matters affecting the Company's regulatory operations.

  • Maintains knowledge of Company policies, accounting system, organization, and structure as well as general Department administrative processes to effectively develop rate case exhibits, testimony, and other regulatory filings.

  • Develops good working relationships with Company personnel who are supporting regulatory activities, as well as Commission Staff personnel and other external groups.

  • Performs other duties as assigned to fulfill business operational needs and objectives.

Qualifications

Education/Experience/Background:

  • Bachelor's degree in business, accounting, engineering, finance or related field. CPA or graduate degree preferred.

  • 2 - 15 years utility accounting, finance, regulatory, or related experience.

  • Experience with utility regulation, utility finance, ratemaking & pricing, public policy, and/or regulatory law preferred.

  • Judgement and decision-making abilities that facilitate the ability to achieve goals with a high degree of independence.

  • Demonstrated ability to establish and foster productive relationships with internal and external stakeholders.

  • Ability to interact effectively with peers and management including presentations, written communications, and internal relationship-building.

  • Previous experience as expert witness a plus.

Knowledge/Skills/Abilities:

  • Ability to gather information from many different sources internally and externally and synthesize such information into persuasive schedules and exhibits.

  • Ability to collect, analyze, compile and present financial data in a persuasive manner.

  • Ability to establish and foster productive relationships with key stakeholders; internal and external personnel who are involved in regulatory activity.

  • Ability to interact effectively with management including presentations, written communications, and internal relationship building.

  • Proficiency in Microsoft Office, particularly MS Excel, as well as Google Workspace.

  • Demonstrated ability to learn other technology platforms (e.g., PeopleSoft, Power Plan) as needed.

  • Ability to adapt to changing circumstances.

  • Ability to prioritize and successfully manage multiple competing work priorities and deadlines.

  • Ability to work on several concurrent projects/cases and to meet inflexible internal and external deadlines.

  • Excellent oral and written communication skills.

  • Ability to develop creative solutions to the challenges of changing regulations.

  • Ability to interact and collaborate effectively with executives, managers, employees, and commission staff.

  • Must be able to understand operations, engineering, statistics, and finance concepts.

Physical Requirements:

  • Ability to travel for business purposes, on occasion.
