Job Summary

This position will play a major role in supporting the Director, Internal Audit in key departmental activities such as the annual entity-wide risk assessment process, development of the annual audit plan for presentation to the Audit Committee, and the planning, execution, and reporting of financial and operational reviews and audits. The incumbent will be responsible for general oversight of departmental Human Resource activities for Staff and Senior Auditors, including preparing and conducting performance reviews, approval of travel arrangements and related expense reimbursements, development of job requisitions and management of departmental recruitment efforts. This position will also have primary responsibility for departmental quality assurance, ensuring compliance with IIA, external auditor, and department Standards. The incumbent will evaluate the design and effectiveness of controls identified for SOX 404 compliance, policies, and practices, along with preparing timely formal written findings while expressing opinions on the adequacy and effectiveness of the internal control system. Additionally, this position will be responsible for establishing audit programs and testing procedures for SOX compliance and internal audits along with preparing draft and final internal audit reports and presenting findings to all levels of management. This position requires an analytical thinker who will audit, review and monitor compliance with policies and procedures, and evaluate the effectiveness of the Companys internal controls. Selected position activities may be shared by Audit Managers to provide cross training and aid in their general development. This position will have ultimate responsibility to provide oversight for these activities.

Job Function

  • Provide support to the Director, Internal Audit during the annual entity-wide risk assessment process.
  • Develop annual Internal Audit Plan based on results of the risk assessment, analysis of location audit history, changes in key personnel, and IT system modifications.
  • Develop and maintain departmental policies, procedures, and guidelines.
  • Prepare and conduct performance evaluations for Staff and Senior Auditors.
  • Oversight and approval of travel arrangements and related expense reimbursements for Staff and Senior Auditors.
  • Provide oversight for the Quality Assurance and Improvement Program (QAIP).
  • Following audit engagements, closely monitor corrective action plans provided by management to ensure that risk mitigation activities have been fully implemented.
  • Ensure that audit objectives have been achieved and that all observations and recommendations have been included in report to management by performing pre-established testing procedures for all internal audit work.
  • Evaluate the adequacy and effectiveness of controls in responding to risks within the organizations oversight, operations and information systems regarding:
    • Reliability and integrity of financial and operational information
    • Effectiveness and efficiency of operations and programs
    • Safeguarding of assets
    • Compliance with laws, rules, regulations, standards, policies, procedures and contracts.
  • Assess the impact of financial, compliance, operational, strategic, customer, and other significant risks to achieving business objectives.
  • Contribute to the evaluation of management controls established to mitigate identified risks by performing comprehensive control testing.
  • Serve as primary liaison with external auditors, coordinating audit activities, and providing timely transfer of audit workpapers and other requested statistics and support. Ensure all workpapers meet IIA and external auditor standards for continued reliance on Internal Audits work.
  • Develop audit programs and testing procedures for all internal audit work including financial and operational reviews based on results of annual risk assessm nt, discussions with management, updates in processes, policy modifications, and changes in regulatory requirements.
  • Review and design audits related to new system development and implementation by ensuring associated risks are identified and related controls are in place operating effectively and efficiently.
  • Provide recommendations to improve control design and effectiveness.
  • Prepare and ensure all documentation supporting reviews and audits is sufficient, clear, and concise.
  • Ensure that all work is performed in adherence with IIA and Internal Audit Standards so that external auditors may continue to rely on Internal Audits work.
  • Mentor and develop audit staff and ensure that all members of the audit team possess the necessary qualifications to meet audit objectives.
  • Monitor team activities throughout the audit process including planning, workpaper development, fieldwork and audit wrap up by ensuring that all work is of high quality and in compliance with the departments QAIP program, external auditor, and IIA Standards.
  • Present observations and recommendations to all levels of management.
  • Prepare draft and final reports for all reviews and audits.
  • Prepare Audit Committee reports, related statistics, and support.

OTHER DUTIES and RESPONSIBILITIES

  • Provide consultation on internal controls, limited to, explaining the importance of controls, describing effective controls and describing evidence necessary to ensure controls are functioning as intended.
  • Seek areas of improvement in audit methodology, scoping, and testing to enhance the value of individual internal audits.
  • Evaluate, develop, and implement technology solutions as appropriate to improve efficiency and enhance Financial and Operational audits.
  • Additional duties and responsibilities as assigned by management.
  • Speak and present at internal meetings/conferences.

Required Skills

  • Bachelors degree required, preferably in Business Administration, Accounting, or Finance.
  • Minimum of 7-10 years of progressive financial audit experience with internal audit, public accounting, or other finance position with supervisory responsibilities.
  • Work independently on all phases of reviews and audits, including planning, program development, risk/controls evaluation, report writing and presentations of findings, and recommendations to all levels of management.
  • Ability to analyze processes and determine the efficiency and effectiveness of the process and the related controls.
  • Experience performing data analysis, using packaged software (ACL, Access).
  • Exhibit strong project management, time management, and organizational skills.
  • Ability to effectively prioritize work and manage various tasks simultaneously.
  • Familiarity with GAAS and IIA Audit Standards preferred.
  • Experience with SOX compliance, testing and test plans, and knowledge of COSO.
  • Sound judgment and the ability to work independently.
  • Exhibit strong oral, written, and interpersonal communication skills.
  • Ability to interact comfortably with all levels within the organization, including senior/executive management.
  • Certified Internal Auditor (CIA), Certified Fraud Examiner (CFE), Certified Public Accountant (CPA) and/or an advanced degree is a plus.

SALARY RANGE:$100,000.00 -$150,000.00/Depending on Experience
